Abstract

Kakao, Sengon dan Porang (KaSePo) menjadi komoditas unggulan di Kabupaten Madiun. Potensi tersebut didukung oleh adanya kawasan hutan rakyat ( ± 5.821 Ha) dan hutan negara (± 34.690 Ha). Inovasi yang kurang maksimal menjadikan potensi Kakao, Sengon dan Porang (KaSePo) hanya dijual dengan bahan mentah. Oleh karena itu, Penelitian ini akan membahas tentang jaringan inovasi, kapabilitas inovasi dan prioritas strategi pada klaster Kakao, Sengon dan Porang (KaSePo). Metode Soft System Methodology (SSM) menghasilkan 24 aksi perbaikan terhadap 11 aktifitas pada model konseptual. Pengukuran jaringan inovasi dilakukan setelah model konseptual diketahui dengan mengunakan Social Network Analysis (SNA). Hasil dari SNA diketahui bahwa Dinas Pertanian dan Perikanan, Badan Perencanaan Pembangunan Daerah dan UPT Pengolahan Hutan Wilayah II dengan nilai tertinggi pada tingkat keterpusatan, jarak antar simpul dan control arus informasi jaringan. Pengukuran kapabilitas dilakukan dengan river diagram. Hasil dari river diagram diketahui bahwa rata-rata narrow river 0,8 dengan upper bank bernilai 4,5 dan lower bank bernilai 1,5 sehingga memerlukan bantuan pihak luar. Hasil dari pengukuran Strengths, Weaknesses, Opportunities, Threats (SWOT) diperoleh 16 alternatif strategi dari 18 faktor yang berpengaruh terhadap klaster KaSePo. Prioritas alternatif strategi yang dipilih dengan menggunakan Analytic Network Process (ANP). Terdapat 3 alternatif berdasarkan nilai overall priority terkecil ke terbesar untuk strategi jangka panjang dan jangka pendek. Prioritas strategi jangka pendek yaitu penambahan jumlah mitra dalam mendukung pembiayaan klaster KaSePo (SS2) - pengoptimalan forum kelembagaan penguatan jaringan klaster KaSePo (SS1) - peningkatan strandarisasi dari produk KaSePo (SS3). Sedangkan prioritas jangka panjangnya yaitu pengembangan kawasan lingkar wilis (LS3) - peningkatan kerjasama penelitian antara pelaku klaster KaSePo dengan perguruan tinggi dan litbang (LS2) - memperluas wilayah cakupan wilayah aktifitas klaster KaSePo (LS1).

Kakao, Sengon and Porang (KaSePo) are major commodities in Madiun Regency. The potential is supported by community forest area (± 5.821 Ha) and State forest (± 34,690 Ha). Less innovation make the potential Kakao, Sengon and Porang (KaSePo) only sold in raw materials form. Therefore, this research will discuss about innovation network, innovation capability and strategic priority at Kakao, Sengon and Porang (KaSePo) cluster. The Soft System Methodology (SSM) method generated 24 corrective actions with 11 activities on the conceptual model. The measurement of innovation networks is done after the conceptual model is discovered by using Social Network Analysis (SNA). The result of SNA is discovered that the Department of Agriculture and Fisheries, Regional Development Planning Board and UPT Forest Management Area II with the highest value on the degree of centrality, closeness centrality and betweenness centrality. Capability measurement is done by river diagram. The result of the river diagram is discovered that the average narrow river is 0.8 with upper bank is 4.5 and the lower bank is 1.5 so it requires external help. The results of the measurement of Strengths, Weaknesses, Opportunities, Threats (SWOT) obtained 16 alternative strategies of 18 factors which affect KaSePo cluster. Priority strategy alternative chosen by using Analytic Network Process (ANP). There are 3 alternatives based on the smallest overall priority value to the largest for long-term and short-term strategies. Short-term strategy priority are increasing number of partners in supporting KaSePo cluster financing (SS2) - optimizing institutional forum for strengthening KaSePo cluster network (SS1) - increasing the standardization of KaSePo (SS3) products. While the long-term priority are the development of wilis circle area (LS3) - improvement of research collaboration between KaSePo cluster actors with universities and litbang (LS2) - expanding coverage area of KaSePo cluster activity (LS1).
