Abstract

Dinas Kebersihan dan Ruang Terbuka Hijau memiliki hampir 300 orang satgas saluran. Namun jumlah ini masih dirasa kurang sehingga DKRTH ingin menambah jumlah satgas. Pada penelitian ini akan dilakukan perhitungan waktu standar dengan metode stopwatch time study dan perhitungan jumlah satgas dengan work sampling. Kemudian menyusun standard operational procedure untuk proses pembersihan saluran
Waktu standar dihitung berdasarkan hasil pengamatan stopwatch time study. Terdapat 3 kali perhitungan waktu standar untuk setiap jenis elemen kerja, yaitu waktu standar jika allowance yang diberikan 15%, 25%, dan 35%. Semakin besar allowance yang diberikan, waktu standar juga akan semakin besar.
Jumlah satgas dihitung berdasarkan total %working seluruh satgas yang bertugas pada suatu hari dibagi dengan %working per satgas yang diharapkan. Karena allowance yang diberikan 15%, 25%, dan 35%, maka %working yang ditentukan yaitu 85%, 75%, dan 65%. Selanjutnya dihitung jumlah satgas yang dibutuhkan jika %working 85%, 75%, dan 65%. Hasilnya, semakin kecil %working, maka semakin banyak satgas yang dibutuhkan. Setelah waktu standar dan jumlah satgas dihitung, selanjutnya akan dibuat SOP untuk satgas patroli dan satgas touring. SOP ini dibuat berdasarkan jenis pekerjaan yang dilakukan dan tingkat kesulitan pembersihan saluran. Total terdapat 12 SOP yang dibuat. =================================================================================================
Currently, DKRTH has nearly 300 workforces to do maintanance process in Surabaya waterways. But DKRTH claims that the number of workforce is not enough with the workload given. Because of that, DKRTH wants to increase the number of workforce. This research aims to measure standard time of waterways maintenance process by stopwatch time study and determine the optimal number of workforce by work sampling.
Moreover, in this research also presents standard operational procedure (SOP) development to do maintenance process of Surabaya waterways. There are three standard time calculations for every work element based on the allowance given (15%, 25%, and 35%). The greater the allowance given, the greater standard time will be.
The number of workforce is calculated based on the total working percent of the task force assigned to one day divided by the working percent per task force expected. Because the allowance given are 15%, 25%, and 35%, then the specified percent working are 85%, 75%, and 65%. After that the number of tasks required are calculated if the working 85%, 75%, and 65%. The result shows that the smaller the percent working, the more tasks required. After the standard time and the number of task force are calculated, then SOP for the patroli and touring is develop. This SOP developed based on the type of work performed and the difficulty of waterways cleaning process. So that there are 12 SOPs developed in this research.
