Abstract

Pemerintah Indonesia telah membuat rencana besar untuk menjaga kestabilan energi Indonesia dan menanggapi isu dunia yaitu menciptakan energi yang ramah lingkungan. Salah satu dari rencana tersebut adalah pengembangan dan pembuatan pembangkit listrik energi baru terbarukan (EBT) seperti energi laut dan mengurangi pasokan energi primer (energi fossil) yang digunakan. Indonesia memiliki potensi energi panas laut (Ocean Thermal Energy Conversion) yang tinggi, dikarenakan faktor geometri yang dimiliki oleh wilayah Indonesia. Walaupun konsep OTEC sederhana dan tua, pengembangan tentang OTEC belum terbilang signifikan. Pandangan khusus terhadap OTEC lepas pantai (offshore) yang belum memiliki perkembangan di Indonesia ini, memiliki keuntungan bebas dari lahan tanah dan merupakan investasi yang dapat berpindah-pindah. Maka dari itu dibuatlah desain OTEC barge untuk wilayah Indonesia dengan memperhitungkan analisis teknis, berupa stabilitas, analisis respon amplitude operation (RAO) dan analisis mooring tendon, sehingga dengan menggunakan metode parent based design didapatkan tiga konsep desain OTEC barge 5 MW, 10 MW dan 50 MW. Untuk merealisasikan penelitian ini maka analisis ekonomi dari OTEC barge juga diperhitungkan dan dilakukannya proses optimalisasi terkait daerah titik lokasi potensi OTEC yang paling optimum dan ditemukan bahwa lokasi kepulauan Talaud memiliki nilai IRR yang paling tinggi dengan menggunakan OTEC barge 50 MW.

The Government of Indonesia has made great plans to maintain Indonesia's energy stability and respond to the world issue of creating environmentally friendly energy. One of these plans is the development and manufacture of new renewable energy generation (EBT) such as ocean energy and reducing the supply of primary energy (fossil energy) used. Indonesia has the potential of ocean thermal energy conversion (high thermal energy conversion), due to geometric factors that are owned by the territory of Indonesia. Although the OTEC concept is simple and old, the development of OTEC has not been significant. This particular view of the offshore OTEC that has not yet developed in Indonesia, has the advantage of being free of land and is a moveable investment. Therefore, OTEC barge design is made for Indonesia region by taking into account technical analysis, in the form of stability, amplitude response (RAO) analysis and mooring tendon analysis, so using parent-based design method obtained three OTEC design concept of barge 5 MW, 10 MW and 50 MW. To realize this research, the economic analysis of OTEC barge is also calculated and the optimization process is done related to the most optimum location point location of OTEC and found that the location of Kepulauan Talaud has the highest IRR value using OTEC barge 50 MW.
