Abstract

Sistem ditribusi merupakan sistem tenaga listrik yang paling dekat dengan pelanggan. Hal ini mengakibatkan gangguan pada sistem distribusi akan berdampak langsung pada pelanggan. Sehingga keandalan dari suatu jaringan distribusi menjadi suatu hal yang cukup penting. Terdapat beberapa indeks yang menunjukkan keandalan dari suatu sistem distribusi tenaga listrik, dua diantaranya adalah System Average Interruption Frequency Index (SAIFI) dan System Average Interruption Duration Index (SAIDI). Untuk meningkatkan nilai keandalan suatu sistem distribusi salah satunya adalah dengan memasang peralatan pengaman sistem distribusi. Salah satu peralatan pengaman yang sering digunakan dalam sistem distribusi adalah recloser. Untuk mendapatkan nilai SAIFI dan SAIDI paling minimum, maka dilakukan optimasi dalam menentukan lokasi recloser yang tepat dengan mempertimbangkan nilai indeks reliability peralatan dan jumlah pelanggan yang dilindungi. Maka dirancang sebuah program berbasis Geographic Information System (GIS) untuk melakukan optimasi penempatan recloser ini. GIS yang tehubung pada SCADA akan menyediakan data/informasi yang dibutuhkan dalam perhitungan. Dari hasil simulasi program yang dilakukan pada sistem distribusi radial Penyulang Basuki Rahmat Gardu Induk Kupang, didapatkan nilai SAIFI dan SAIDI berkurang seiring dengan optimasi yang dilakukan menggunakan jumlah recloser yang semakin banyak. Selain itu juga didapatkan letak geografis secara real dimana recloser seharusnya ditempatkan.

The distribution system is the power system which closest to the customer. It makes the failure of the distribution system will directly impact
to customers. So the reliability of a distribution system
becomes an important thing. There are several indices that show the reliability of a power distribution system, two of which are System Average Interruption Frequency Index (SAIFI) and System Average Interruption Duration
Index (SAIDI). There are many ways to improve the reliability value of a distribution system, one of them is by installing protection devices in a distribution system. One of the most commonly used protection device
in a distribution system is the recloser. To obtain the minimum SAIFI and SAIDI values, an optimization is done in determining the exact recloser placement considering
the reliability index value of the equipment and the number of protected customers. Therefore, a program designed
based on Geographic Information System (GIS) to optimize the placement of recloser. The GIS connected to the SCADA will provide the data/information that required in the calculation. From the simulation of the program conducted on the radial distribution system of Basuki
Rahmat, SAIFI and SAIDI values decreased along with the optimization performed using more number of recloser. There
is also obtained a real geographical location where the recloser should be placed.
