Abstract

Aplikasi XYZ merupakan aplikasi yang dibangun dengan mengikat kerjasama pihak ketiga untuk tujuan payment gateway pada pelaksanaan Event Olahraga 2018. Pembangunan aplikasi hanya didasarkan pada KAK (Kerangka Acuan Kerja) yang tidak memberikan batasan usulan. Perencanaan pihak ketiga berhasil membuat fungsi dan usulan biaya pembangunan aplikasi, namun penentuan biaya ini didasarkan pada pengalaman kerja pihak ketiga, tanpa mempertimbangkan apakah usulan tersebut sudah optimal atau belum. Hal ini bertentangan dengan prinsip perencanaan proyek TI yang membutuhkan pertimbangan terhadap hubungan biaya dan waktu.
Berdasarkan permasalahan tersebut, penelitian ini menggunakan metode Value Engineering yang dapat melakukan rekayasa nilai. Terdapat lima fase yakni Orientation, information, function analysis, creativity dan evaluation yang digunakan untuk mencari alternatif optimal pembangunan aplikasi XYZ. Metode ini didukung oleh beberapa teknik seperti function point, F.A.S.T Diagram, pencarian indeks, dan brainstorming, beberapa perhitungan seperti perhitungan waktu lembur dan pembobotan, serta grafik hubungan waktu dan biaya.
Hasil penelitian dengan menerapkan Value Engineering terbukti memberikan penghematan biaya pada pembangunan aplikasi XYZ, yakni dengan penerapan alternatif pemanfaatan visual programming. Hasil tersebut akan dituliskan dalam rangkuman Value Engineering Change Proposals (VECP).

XYZ is an application that was collaborated with the third as a payment gateway of a sport event in 2018. The established of this application was based on KAK (Kerangka Acuan Kerja) which did not limit the proposal. Plan of the third succeed to make function and also cost of the application establishment, yet these cost was based on work experience of the third, without considered that the plan has been optimal or not. This was contradicted to the IT project planning principles that required consideration of cost and time relationships.
Based on the problem, this research used value engineering method that could do value engineering. There are five phases namely Orientation, information, function analysis, creativity and evaluation which used to find optimal alternative XYZ application development. This method was supported by several techniques such as function point, F.A.S.T Diagram, index search, and brainstorming, some calculations such as overtime and weight calculation, and time and cost relationship graphs.
The results of the research by applying Value Engineering proved to provide cost savings on the development of XYZ applications, namely the application of alternative visual programming utilization. The results would be written in a summary of Value Engineering Change Proposals (VECP).
