Abstract

Seiring dengan berjalannya waktu lahan perkotaan akan mengalami peningkatan nilai lahan dan harga lahannya. Hal tersebut dikarenakan semakin baiknya kondisi infrastruktur yang ada di perkotaan, salah satunya adalah infrastruktur jalan. Sehingga setiap lokasi memiliki kemudahan aksesibilitas lahan masing-masing. Dalam pemilihan lokasi tempat tinggal, manusia cenderung memilih lokasi dengan tingkat aksesibilitas yang tinggi untuk memudahkan pergerakannya. Tujuan dari penelitian ini adalah menentukan model nilai lahan perkotaan akibat terbangunnya jalan lingkar dalam timur Surabaya berbasis spatial linear regression. Tujuan tersebut dapat dicapai melalui tahapan penelitian sebagai berikut: (1) Menganalisis pola perkembangan harga lahan pada kawasan Jalan Lingkar Dalam Timur Surabaya (2) Menganalisis variabel-variabel yang menentukan nilai lahan dan harga lahan. (3) Membangun model spasial harga lahan di Kawasan Jalan Lingkar Dalam Timur Surabaya, (4) Menentukan model optimasi nilai lahan kawasan potensial investasi di Kawasan Jalan Lingkar Dalam Timur Surabaya.
Pendekatan yang digunakan pada penelitian ini adalah pendekatan penelitian kuantitatif yang berdasarkan paradigma positivism. Sedangkan metode yang digunakan adalah menggunakan analisis regresi linier berbasis spasial dan penerapan konsep optimasi highest and best use. Validasi model menggunakan metode perhitungaan kesalahan varians dan Kalman Filtering. Terdapat empat skenario yang dibangun menerapkan konsep Highest and Best Use (HBU), yaitu peningkatan nilai KLB, peningkatan nilai NJOP, peningkatan lebar jalan, serta skenario gabungan. Setiap skenario memiliki persentase peningkatan yang berbeda-beda.
Hasil model optimasi yang didapatkan pada setiap skenario, diantaranya skenario peningkatan KLB dengan persentase kenaikan sebesar 109.21%. Skenario peningkatan nilai NJOP sebesar 133,99%. Skenario penigkatan lebar jalan sebesar 114,48%. Serta Skenario gabungan memiliki nilai peningkatan sebesar 139,53% terhadap. Dari hasil tersebut maka skenario terbaik yang terpilih adalah skenario gabungan, karena pada skenario gabungan mengoptimalkan seluruh alternatif peningkatan nilai variabel. Sehingga dapat disimpulkan bahwa faktor kebijakan pemerintah memiliki pengaruh yang besar dalam peningkatan nilai lahan.

Over the time, the value and price of urban land will increase which is caused by the better conditions of infrastructure in urban areas, one of them is the road infrastructure. These conditions cause each location to have the accessibility of each land. When choosing a place to live, humans tend to choose a location with a high level of accessibility to facilitate their movement. The aim of his research is to determine the urban land value model due to the establishment of Surabaya Middle-East Ring Road based on spatial linear regression. The aim can be achieved through the following research stages: (1) analyzing the pattern of land price dynamics in the area of Surabaya Middle-East Ring Road; (2) Analyzing the variables that impact on value and price of land in Surabaya Middle-East Ring Road; (3) Modeling the spatial land prices in Surabaya Middle-East Ring Road; and (4) Creating the model on the optimization of land value in potential area of Surabaya Middle-East Ring Road.
The approach used in this research is a quantitative based on the positivism paradigm. The method used is using spatial linear regression analysis and application of optimization concept of highest and best use. The analysis are supported by validation model using the method of variance error calculation and Kalman Filtering. There are four scenarios applied to implement Highest and Best Use (HBU) concept, those are the increasing of Building Floor Coefficient value, the increasing Tax Object Sales Value, the addition of road width, and the combined scenario. Each scenario has a different percentage of improvement.
The results showed that the optimization model on each scenario; scenario of Building Floor Coefficient with a percentage increase of 109.21%; scenario of Tax Object Sales Value increasing equal to 133.99%; scenario of road width increasing amounted 114.48%; and the combined scenario has an increasing value of 139.53%. From those results, the best scenario is the combined scenario because that scenario optimizes all alternatives of variable value increasing. Finally, it can be concluded that the government policy factor has a great influence in increasing the value of land.
