Abstract

Pemerintah Indonesia melalui program Rencana Pembangunan Jangka Menengah Nasional (RPJMN) tahun 2015 - 2019 mencanangkan 100 : 0 : 100, dimana 100% akses air minum aman, 0% kawasan kumuh perkotaan, dan 100% akses sanitasi layak. Salah satu langkah yang diharuskan untuk konservasi sumber daya air yaitu mitigasi pencemaran sungai dengan pengelolaan air limbah domestik.
Kadar maksimum kualitas air limbah yang digunakan disesuaikan dengan Permen LH No. 68 Tahun 2016 dengan parameter yang diperhatikan yaitu pH, BOD, COD, TSS, Minyak & Lemak, Amoniak, serta total Coliform. Kandungan pencemar yaitu TSS 146 mg/L; COD 356 mg/L; BOD 210 mg/L; NH3 193,61 mg/L; dan TC 9,3 x 106 per 100mL.
Untuk air limbah yang dilayani yaitu greywater dan blackwater bebas padatan, sehingga sistem penyaluran yang dipilih yaitu sistem riol kecil atau Small bore sewer. Sistem pengolahan sekunder yang digunakan ialah MBBR dua tahap yaitu BOD removal dan nitrifikasi. Untuk air effluent dapat langsung dialirkan ke badan air terdekat, sedangkan lumpur produksi akan diolah di IPLT.
Anggaran biaya yang dibutuhkan untuk investasi awal yaitu Rp. 33.441.000.000.Biaya perawatan dan operasional yaitu Rp. 576.700.000 dengan pembebanan retribusi per rumah yaitu Rp. 13.000 per bulan tanpa penggolongan konsumen.

The Government of Indonesia through the program of the National Medium Term Development Plan (RPJMN) 2015 - 2019 proclaims 100: 0: 100, of which 100% access to safe drinking water, 0% urban slum areas, and 100% access to proper sanitation. One of the steps required to conserve water resources is the mitigation of river pollution with domestic waste water management.
The maximum level of quality of wastewater discharged is adjusted based on the Permen LH Regulation no. 68 of 2016 with parameters that are considered pH, BOD, COD, TSS, Oil & Fat, Ammonia, and total Coliform. The pollutants concentration are as follows :TSS 146 mg / L; COD 356 mg / L; BOD 210 mg / L; NH3 193,61 mg / L; and TC 9.3 x 106 per 100mL.
For wastewater served is greywater and solid-free blackwater, so the selected channeling system is a small bore sewer system. Secondary processing system used is two-stage MBBR namely BOD removal and nitrification. For effluent water can be directly channeled to the nearest water bodies, while the mud production will be processed on sewage sludge treatment plant.
The budget required for initial cost is Rp. 33.441.000.000. Estimated annual cost is Rp. 576.700.000 with the levy of retribution per house is Rp. 13.000 per month without consument classification.
