Abstract

Bali merupakan salah satu provinsi di Indonesia yang terdapat satu-satunya tol di atas laut yang resmi beroperasi sejak Oktober 2013. Jalan Tol yang disebut Bali Mandara ini menghubungkan Nusa Dua, Bandar Udara Internasional Ngurah Rai, dan Benoa. Sejak tanggal 1 Oktober 2017 seluruh gerbang tol di Jalan Tol Bali Mandara hanya menerima transaksi elektronik berupa kartu yang kemudian disebut E-Toll. Hal ini bertujuan untuk meningkatkan pelayanan dengan mengurangi waktu transaksi yang terjadi di gerbang tol. Akibat perubahan cara pembayaran tol ini, terjadi antrian yang cukup panjang pada Gerbang Tol Bali Mandara terutama pada Gerbang Tol Nusa Dua. Seharusnya dengan transaksi elektronik, antrian pada gerbang tol bisa diminimalisir. Untuk itu perlu dilakukan penelitian untuk melihat kinerja gerbang tol Bali Mandara apakah lebih baik dari sebelum diberlakukan e-toll.
Metode antrian FIFO digunakan untuk menganalisa tingkat kedatangan, tingkat pelayanan, dan panjang antrian yang terjadi. Serta memprediksi kebutuhan gardu untuk 5 tahun mendatang.
Dari hasil analisa tingkat kedatangan secara keseluruhan kapasitas gerbang tol Bali Mandara telah memenuhi SPM yaitu ≤450 kendaraan/jam per gardu. Berdasarkan hasil analisa intensitas lalu lintas sesudah berlakunya e-toll kinerja seluruh gerbang tol masih mencukupi dalam melayani volume yang terjadi. Berdasarkan analisa forecasting, seluruh gardu tol di semua gerbang tol yang tersedia masih mencukupi dengan syarat waktu pelayanan gardu tol mobil pada Gerbang Tol Nusa Dua <6 detik/kendaraan sedangkan untuk sepeda motor <7 detik/kendaraan, waktu pelayanan gardu tol mobil pada Gerbang Tol Benoa <5 detik/kendaraan sedangkan untuk sepeda motor <9 detik/kendaraan, waktu pelayanan gardu tol mobil pada Gerbang Tol Ngurah Rai <17 detik/kendaraan sedangkan untuk sepeda motor <40 detik/kendaraan.

Bali is one of the provinces in Indonesia which has the only sea freeway that officially operates since October 2013. This toll road called Bali Mandara connects Nusa Dua, Ngurah Rai International Airport and Benoa. Since October 1, 2017 all toll gates on the Bali Mandara Toll Road only accept electronic transactions in the form of a card which is then called E-Toll. It aims to improve the service by reducing the transaction time that occurs at the toll booth. Due to the changes in the way of payment of this toll, there was a long queue at the gates of Bali Mandara Toll especially at Nusa Dua Toll Gate while it is supposedly to minimize queue. For that reason, it is necessary to conduct a research in order to prove that the changes of the payment is better an more efficient.
The FIFO queuing method is used to analyze arrival rates, service levels, and queue lengths that occur and predict the substations demand for the next 5 years.
Based on the results of the arrival rate analysis, the overall capacity of the toll gate of Bali Mandara has fulfilled Minimum Service Standard of ≤450 vehicles / hour per substation. Based on the results of traffic intensity analysis, the performance of all toll gates was still sufficient even after the enactment of e-toll. Based on forecasting analysis, all toll substations at all toll gates are still sufficient with the maximum service time requirement. The maximum service time of Nusa Dua toll gate for car is 6 seconds/vehicle while for motorcycle is 7 seconds/vehicle, maximum service time of Benoa toll gate for car is 5 seconds/vehicle while for motorcycle is <9 seconds/vehicle, maximum service time of Ngurah Rai toll gate for car is 17 seconds/vehicle while for motorcycles <40 seconds/vehicle.
