Abstract

Papua merupakan salah satu provinsi dengan kebutuhan listrik yang tinggi di Indonesia. Maka dari itu pemerintah Republik Indonesia mencanangkan percepatan pengadaan listrik di wilayah Indonesia, khususnya Papua. Rencana pembangunan sarana pembangkit, transmisi dan jaringan distribusi listrik di Provinsi Papua dilakukan dengan mempertimbangkan sebaran penduduk di wilayah tersebut. Lokasi pembangunan power plant di provinsi Papua tersebar di beberapa titik, beberapa diantaranya berlokasi di kota Jayapura yang terletak pada bagian utara Papua. Di Jayapura terdapat 3 (tiga) pembangkit listrik dengan kapasitas masing – masing 50 MW, 50 MW dan 40 MW, dimana ketiga pembangkit ini menggunakan natural gas sebagai bahan bakarnya. Pembangkit listrik di wilayah Jayapura akan disuplai dengan menggunakan kapal LNG berukuran 30.000 m3 dengan roundtrip selama 15 hari. Fasilitas penerimaan gas yang akan digunakan di wilayah Jayapura ialah FSRU. FSRU (Floating Storage and Regasification Unit) merupakan bangunan apung yang berfungsi untuk menyimpan dan meregasifikasi LNG (liquefied natural gas), lalu mendistribusikannya menggunakan pipa menuju pembangkit. FSRU dipilih karena kontur dasar laut Jayapura yang landai dan juga tidak tersedia lahan di darat. Pada tugas akhir ini akan dilakukan perancanaan FSRU berupa conceptual design yaitu penentuan kapasitas tangki muat, rencana garis, general arrangement, perhitungan stabilitas, process flow diagram (PFD) serta process and instrument diagram (P & ID) untuk sistem loading LNG dan sistem regasifikasi LNG pada FSRU yang akan digunakan sebagai terminal penerimaan gas untuk memenuhi kebutuhan listrik di wilayah Jayapura.

Papua is one of the provinces with high electricity demand in Indonesia. Therefore the government of the Republic of Indonesia announced the acceleration of electricity provision in the territory of Indonesia, especially in Papua. The plan to build the power generation, transmission and electricity distribution network in Papua is done by considering the distribution of the population in that region. The location of the power plant construction in Papua is spread out at some point, some of them are located in the Jayapura, which is located on the northern part of Papua. In Jayapura, there are 3 (three) power plant with each capacity 50 MW, 50 MW and 40 MW, where these plant using natural gas as its fuel. Power plants in Jayapura region will be supplied by using LNG carrier which having 30,000 m3 in capacity and 15 days for the roundtrip. Gas receiving facility that will be used in the Jayapura is FSRU. FSRU (Floating Storage and Regasification Unit) is a floating building that the functions to store and regasification of LNG (liquefied natural gas), and then distribute the natural gas by using pipeline to the power plant. FSRU was chosen because contours of the sea bed in Jayapura that ramps and also there is no available space in shore. In this bachelor thesis will be done the conceptual design of FSRU by doing determination of the capacity of LNG storage tank in FSRU, lines plan, general arrangement, calculation of stability, process flow diagrams (PFD) as well as process and instrument diagrams (P & ID) for the system of loading LNG regasification of LNG on the FSRU to be used as LNG receiving facilities to meet the electricity demand in the area of Jayapura.
