Abstract

Pengembangan dan pengoperasian transportasi massal di Indonesia terus dilakukan oleh pemerintah. Hal ini dibuktikan dengan adanya program pengembangan BRT di 34 kota di Indonesia. Melalui program ini, kemudian Pemerintah Aceh melalui Dinas Perhubungan Aceh mulai mengembangkan master plan BRT, Trans Koetaradja. Akan tetapi, master plan yang dikembangkan tidak menggunakan sistem BRT sepenuhnya. Bus Trans Koetaradja tidak dioperasikan pada jalur khusus atau lajur khusus sehingga Trans Koetaradja masih tergolong sebagai Semi BRT.
Master plan Trans Koetaradja yang telah dikembangkan terdiri dari 6 koridor, antara lain Koridor 1: Keudah-Darussalam, Koridor 2: Bandara Sultan Iskandar Muda-Pelabuhan Ulee Lheu, Koridor 3: Keudah-Mata Ie, Koridor 4: Keudah-Lhoknga, Koridor 5: Ulee Kareng-Terminal Batoh, dan Koridor 6: Terminal Batoh-Syiah Kuala.
Implementasi koridor-koridor Trans Koetaradja dilakukan secara bertahap. Saat ini ada empat koridor yang sudah/akan beroperasi yaitu Koridor 1, Koridor 2, Koridor 3, dan Koridor 5. Implementasi selanjutnya adalah Koridor 4 dan Koridor 6. Untuk pengimplementasian koridor baru tersebut, perlu dilakukan perencanaan yang baik yang sesuai dengan kebutuhan dan permintaan penumpang.
Pada tugas akhir ini dilakukan perencanaan operasional bus untuk Koridor 4: Keudah-Lhoknga. Perencanaan diawali dengan melakukan survei karakteristik perjalanan penumpang bus pada Koridor 1. Dari hasil analisis didapat bahwa berjalan kaki merupakan karakteristik utama penghubung perjalanan penumpang bus (sebelum naik dan sesudah turun) dengan wilayah pengaruh 0,0 -1,0 Km. Kemudian dilanjutkan dengan penentuan terhadap titik halte. Berdasarkan ketentuan jarak antar halte (500-1000 meter) dan pertimbangan tata guna lahan, didapat 20 titik halte di sepanjang rute. Untuk mendapatkan jumlah permintaan penumpang dilakukan survei permintaan penumpang dengan metode Household Interview Survey (HIS) di sepanjang rute koridor rencana. Setelah dilakukan analisis dan perhitungan terhadap perencanaan operasional bus, didapat bahwa jumlah armada yang dibutuhkan untuk Koridor Keudah-Lhoknga adalah 3 kendaraan dengan headway yaitu 45 menit dan load factor yaitu 0,759.

Development and operational of mass transportation in Indonesia continues to be carried out by the government. This is evidenced by the development of BRT program in 34 cities in Indonesia. Through this program, the Aceh Government through the Aceh Transportation Agency began developing the master plan of BRT, Trans Koetaradja. However, the developed master plan does not use the full BRT system. The Trans Koetaradja is not operated on special lines or special lanes so that Trans Koetaradja is still classified as Semi BRT.
The developed Master Plan of Trans Koetaradja consists of 6 corridors, including Corridor 1: Keudah-Darussalam, Corridor 2: Bandara Sultan Iskandar Muda-Pelabuhan Ulee Lheu, Corridor 3: Keudah-Mata Ie, Corridor 4: Keudah-Lhoknga, Corridor 5: Ulee Kareng-Terminal Batoh, and Corridor 6: Terminal Batoh-Syiah Kuala.
The implementation of Trans Koetaradja corridors is done gradually. Currently there are four corridors that have been/will operate that are Corridor 1, Corridor 2, Corridor 3, and Corridor 5. The next implementation is Corridor 4 and Corridor 6. For the implementation of the new corridor, it is necessary to do a good planning according to the needs and demand passenger.
In this final project, bus operational planning for Corridor 4: Keudah-Lhoknga is conducted. Planning begins with conducting a survey of the characteristics of a passenger bus trip on Corridor 1. From the analysis, it is found that walking is the main characteristic of bus passenger trip (before embark and after alight) with the influence area of 0.0 -1.0 Km. Then proceed with the determination of the bus stop point. Based on the provision of distance between bus stops (500-1000 meters) and land use considerations, there are 20 stop points along the route. To obtain the number of passenger requests, a passenger demand survey using the Household Interview Survey (HIS) method along the route of the corridor is planned. After the analysis and calculation of the bus operational planning, it is found that the number of vehicle required for the Keudah-Lhoknga Corridor is 3 vehicles with headway that is 45 minutes and the load factor is 0.759.
