Abstract

Dalam upaya melayani kegiatan operasionalnya, PT. Linde
Indonesia Gresik akan mengoperasikan 1 unit generator baru
berkapasitas 10 MW. Permasalahan pada sistem kelistrikan saat sumber
daya listrik dari PLN terputus menyebabkan perpindahan daya sebesar
21 MW dari pembangkit yang ada dikarenakan harus menanggung
beban yang sebelumnya disuplai oleh PLN sehingga perlu dilakukan
analisis kestabilan transien dan koordinasi proteksi pada PT. Linde
Indonesia Gresik yang tepat dalam mendeteksi dan mengisolir
gangguan. Pada tugas akhir ini juga dilakukan pemodelan skema load
shedding ketika terjadi gangguan generator outage, lepasnya sumber
PLN, dan beban lepas sehingga sistem tetap stabil setelah terjadi
gangguan. Analisis kestabilan transien juga diperlukan untuk penyetelan
rele reverse power (32P dan 32Q), rele underfrequency (81u), dan rele
undervoltage (27u) serta untuk mengetahui respon kestabilan sistem saat
rele – rele tersebut bekerja. Dari analisis empat tipikal koordinasi
diketahui beberapa kesalahan koordinasi setelan pick up dan time delay
yang salah satunya berakibat rele-rele bekerja secara bersamaan. Saat
satu generator dengan kapasitas terbesar lepas dari sistem maka
diperlukan mekanisme pelepasan beban tahap pertama, sedangkan saat
sumber PLN terlepas perlu ditambahkan rele underfrequency dan
undervoltage pada bus BOC-PLN-2 serta rele reverse power pada 11kV
Bus 3 untuk mengembalikan kestabilan sistem.

In an effort to serve its operations, PT. Linde Indonesia Gresik
will operate a new 1x10 MW generator. The problem is when PLN
power source is disconnected caused the displacement of 21 MW power
from existing generators to bear the PLN load. So, it’s necessary to do
transient stability analysis and protection coordination on PT. Linde
Indonesia Gresik to detect and isolate disturbances. In this final project
is also done the modeling of load shedding scheme when generator
outage, loss of PLN source, and load off so the system remains stable
after disturbances. Transient stability analysis is also required for
tuning reverse power relay (32P and 32Q), underfrequency relay (81u),
undervoltage relay (27u), and investigating the stability of the system
response due to relay works. From the analysis of four coordination
typical, there are some errors of pick up and time delay coordination
setting that caused relays will trip simultaneously. When the biggest
capacity generator was tripped it’s necessary to do the first load
shedding mechanism, whereas when the PLN source was tripped it’s
necessary to install underfrequency relay and undervoltage relay on
BOC-PLN-2 bus along with reverse power relay on 11kV Bus 3 to
stabilize system.
