Abstract

Saat ini, permasalahan yang terjadi di daerah-daerah luar jawa adalah pasokan daya listrik yang terbatasseperti yang terjadi pada Provinsi Kalimantan Selatan - Tengah dan Kalimantan Barat. Selain itu pertumbuhan beban tiap tahun pada provinsi tersebut terus meningkat. Menurut data dari RUPTL 2018-2027 rasio elektrifikasi untuk Provinsi Kalimantan Selatan - Tengah baru mencapai 81.075% sedangkan pada Provinsi kalimantan Barat sebesar 86.03%. Dalam RUKN 2015-2034 pemerintah telah menargetkan bahwa pada tahun 2021 rasio elektrifikasi akan mencapai 100%. Demi mencapai hal tersebut penambahan kapasitas daya listrik dan transmisi sangat dibutuhkan. Provinsi Kalimantan Barat memiliki potensi energi primer meliputi batubara sebesar 160.6 juta ton sedangkan Provinsi Kalimantan Selatan - Tengah juga memiliki potensi energi primer seperti batubara sebesar 10.714 juta ton dan potensi air 920 MW. Untuk mendapatkan kapasitas pembangkit yang optimal dari tiap provinsi tersebut dibutuhkan sebuah sistem interkoneksi antar provinsi. Pada studi ini akan dilakukan simulasi perencanaan pengembangan pembangkit untuk melayani beban di provinsi Kalimantan Barat, Kalimantan Selatan, dan Kalimantan Tengah sebagai masterplan sampai dengan tahun 2050. Diharapkan studi ini dapat menjadi salah satu acuan dalam merencanakan pembangunan pembangkit listrik di daerah Provinsi Kalimantan Selatan - Tengah dan Provinsi Kalimantan Barat dalam jangka panjang. Berdasarkan hasil simulasi didapatkan konfigurasi pembangkit sampai tahun 2050 sebesar 11,555 MW dengan keandalan sesuai kriteria yaitu 0.151 sampai 0.274 dan biaya total pengembangan pembangkit sebesar 21.790 juta dollar.

Nowadays, the problems that occur in areas outside of Java are the increditation of electrical energy as happened in the provinces of South and Central Kalimantan and West Kalimantan, otherwise the demand from each province increasing every years. According to electrification ratio for the South - Central Kalimantan Province which has only reached 81.075% in West Kalimantan Province at 86 , 03%, in the draft of Rancangan Umum Ketenagalistrikan Nasional 2015-2034 (2015-2034 RUKN), the government has targeted that from 2021 the electrification ratio will reach 100%. In order to achieve these things, increasing capacity for electricity and transmission is needed. West Kalimantan Province has primary energy potential including coal of 160.6 million tons while the Province of South Kalimantan and Central also has the potential of primary energy such as coal at 10,714 million tons and water potential of 920 MW. To obtain optimal generating capacity from each province, an interconnection system between provinces is needed. In this study, a simulation of generator development planning will be carried out to serve the burden in the provinces of West Kalimantan, South Kalimantan and Central Kalimantan as a master plan until 2050. It is hoped that this study can be one of the references in planning the construction of power plants in the South - Central Kalimantan provinces andWest Kalimantan Province in the long term. So in determining the generator configuration there is an additional power of 11,555 MW with reability in a years about 0.151 untill 0.274, and the cost value of planning generation is 21.790 dollars.
