Abstract

Proyek gas merupakan proyek strategis nasional yang bergerak pada sektor migas yang mengatasi pasokan gas yang berada di Pulau Jawa dan untuk menggerakan ekonomi nasional. Kontrak yang digunakan dalam proyek H-X menggunakan kontrak EPC (Engineering, Procurement, Construction). Tahap engineering design memiliki tingkat pengaruh yang tinggi pada proyek karena pada proses perencanaan merupakan garis besar dasar pemikiran teknis mengenai sistem yang akan dilaksanakan selama proyek dijalankan. Evaluasi keandalan manusia pada engineering design perlu dilakukan untuk memitigasi terjadinya human error. Penelitian ini melakukan evaluasi keandalan manusia pada proses engineering design dengan menggunakan metode Human Error Assessment and Reduction Technique (HEART). Tujuan dari penelitian ini adalah untuk menyusun task analysis pada proses engineering design, mengukur nilai human reliability pada desianer engineering, mengidentifikasi aspek kritis dari proses engineering design yang beresiko tinggi pada human error, mengusulkan perbaikan pada proses engineering design. Berdasarkan kondisi tersebut dapat dilakukan evaluasi kemungkinan kesalahan manusia yang terjadi pada penyelesaian tugas pada proses design engineering dengan menghitung resiko kesalahan manusia secara kuantitatif. Terdapat 4 subtask yang memiliki nilai keandalan manusia dibawah 50% seperti Process Package Critical Equipment dengan nilai keandalan sebesar 43%, Prepare Hazardous Source List dengan nilai keandalan sebesar 41%, Dynamic Analysis (Water Hammering) dengan nilai keandalan sebesar 40%, prepare plant safety system dengan nilai keandalan sebesar 44%. Pada aspek kritis tersebut dilakukan untuk meningkatkan keandalan engineer pada proses engineering design.

The studied gas project is one of national strategic projects which is responsible in transporting oil and gas thoughout the Java Island and driving national economy. The contracts that has been used in the H-X project is EPC contract (Engineering, Procurement, Construction). Stages of engineering design has high influence in the project because the planning process is an outline of the technical rationale about system that need to be implemented during the project run. Evaluation of human reliability in engineering design is urgent to aim mitigate the occurrence of human error. This research want to evaluate human eliability in the process of engineering design by Human Error Assessment and Reduction Technique (HEART). The purpose of this study is to arrange the task analysis in the engineering design process, measure the value of human reliability in desianer engineering, identify the critical aspects of engineering design process which has high risk on human error, proposed improvements in the engineering design process. Based on these conditions can be carried out an evaluation of the possibility of human error that occur in the completion of tasks in the design engineering process by calculating the risk of human error quantitatively. There are 4 subtask human reliability value that below 50%, there are Process Package Critical Equipment with the highest reliability is 43%, Prepare Hazardous Source List with value the reliability is 41%, Dynamic Analysis (Water Hammering) with value reliability is 40%, prepare plant safety system with the highest reliability is 44%. The critical aspects are for improve engineer reliability in the engineering design process.
