Abstract

The World Wildlife has estimated that every year, over 10 billion tonnes of ballast water, that contains Invasive Alien Species (IAS) or Harmful Aquatic Organism and Pathogens (HAOP), are transferred around the world. In order to reduce the dangerous effect of non-native organisms in ballast water, International Convention of Ballast Water Management was issued and entry into force in 2017. It requires that all ships engaged international voyage to carry out any treatment before discharging ballast water, whether on board- or external-, i.g., onshore- and offshore treatment, e.g., port based- and offshore treatment. Offshore treatment has benefits as easy to move and not require to buy/ rent a land. Based on that consideration, in this thesis, a Self-Propelled Barge (SPB) is chosen as floating ballast treatment facility to help any ship that needs ballast treatment. This SPB is also designed as bunker vessel. By conducting survey related to port calls in three International Terminals in Port of Tanjung Perak and evaluation of ballast water discharged, required bunker, and existing SPB data, the facility design with certain principal dimension, investment-, operational cost and service charge are determined. Feasibility study is also carried out in this thesis.

World Wildlife memperkirakan jika setiap tahunnya, lebih dari 10 miliar ton air ballast, yang mengandung Jenis Asing Invasif (IAS) atau Organisme dan Patogen Akuatik yang Berbahaya (HAOP), ditransfer ke seluruh dunia. Untuk mengurangi efek berbahaya dari organisme asing dalam air ballast, Konvensi Internasional mengenai Pengolahan Air Ballast diterbitkan dan mulai berlaku pada tahun 2017. Konvensi ini mengharuskan semua kapal yang melakukan pelayaran internasional untuk melakukan pengolahan sebelum membuang air ballast, baik pengolahan diatas kapal atau ekternal, seperti pada fasilitas pengolahan di darat dan lepas pantai. Pengolahan lepas mempunyai kelebihan seperti mudah berpindah tempat and tidak mengharuskan untuk membeli/ menyewa tanah. Berdasarkan pertimbangan tersebut, dalam tugas akhir ini, sebuah Tongkang Berpenggerak Sendiri (SPB) dipilih sebagai fasilitas apung untuk pengolahan air ballast untuk membantu setiap kapal yang membutuhkan pengolahan air ballast. SPB ini juga didesain sebagai kapal bunker. Dengan melakukan survey terkait data panggilan kapa di tiga Terminal Internasional di Pelabuhan Tanjung Perak dan evaluasi debit air ballast, kebutuhan bunker dan data SPB yang sudah ada, desain fasilitas dengan ukuran utama tertentu,biaya investasi dan operasional, serta biaya layanan dapat ditentukan. Studi kelayakan juga dilakukan pada tugas akhir ini.
