Abstract

Data kebutuhan dan kecelakaan kapal khusunya kapal penumpang, selama 7 tahun terakhir (2010 – 2016) terus meningkatan setiap tahunnya. Perlu dilakukan analisa terkait faktor penyebab kegagalan evakuasi penumpang selama keadaan darurat. Pada penelitian ini pendekatan yang digunakan adalah kuesioner dan Fault Tree Analysis. Data awal diperolah melalui laporan investigasi kecelakaan kapal oleh KNKT dan penyebaran kuesioner. Data kuesioner akan diuji validitas dan reliabilitas, selanjutnya akan diolah dan didapatkan nilai probabilitas pada setiap faktor yang berpengaruh pada kegagalan evakuasi. Hasil analisa dari data kuesioner didapatkan ada 4 (empat) faktor dominan yang menjadi penyebab kegagalan evakuasi, diantaranya: kelebihan penumpang (0,439), radio komunikasi tidak berfungsi/ tidak terdengar (0,427), kompetensi awak kapal terkait prosedur keselamatan dan penanganan keadaan darurat (0,415) dan alarm tidak berbunyi/ tidak terdengar (0,410). Fault Tree Analysis digunakan untuk mencari minimal cut set dari penyebab kegagalan evakuasi. Dari analisa FTA diperoleh 32 minimal cut set untuk kegagalan evakuasi, 20 minimal cut set untuk penyebab kapal tenggelam dan 24 minimal cut set untuk penyebab kapal terbakar.

Based on data on ship needs and accidents, especially passenger ships, over the past 7 years (2010-2016) it continues to increase every year. Analysis related to the factors causing failure of passenger evacuation during an emergency. In this study the approach used is the questioner and Fault Tree Analysis. Preliminary data is obtained through the ship accident investigation report by the KNKT and the distribution of questioners. Questioner data will be tested for validity and reliability, then it will be processed and obtained a probability value for each factor that influences the failure of evacuation. The analysis results from questioner data found obtained 4 (four) dominant factors that caused evacuation failure, including: excess passengers (0,439), non-functioning / inaudible radio communications (0,427), crew competency related to safety procedures and emergency handling (0,415) and non-functioning / inaudible alarm (0,410). Fault Tree Analysis is used to find the minimum cut set from the cause of evacuation failure. From the FTA analysis obtained 32 minimum cut sets for evacuation failure, 20 minimum cut sets for the cause of ship sinking and 24 minimum cut sets for the cause of ships burning.
