Abstract

Project selection deals with a multicriteria and a multi-objective decision making problems with the
tangibles and intangibles criteria. In order to solve such problem, an integrated approach is required. This
research presents an integrated decision aid model using the Analytic Hierarchy Process (AHP) and a 0-1
Goal Programming model for the selection, scheduling and budgeting of electric projects. The form of this
decision aid is a multi-criteria and multi-objective approaches which take into account not only financial
efficiency objectives but also criteria/objectives related to public projects energy policies. Theses non
financial objectives include for instance: maintaining of existing energies resources in long term, reduction
of green house gases emissions and other environmental impacts, simulating regional development,
increasing employment's opportunities, supporting industrial linkages and transfer of technology etc. These
criteria by which of the objectives are evaluated incorporate a technico-socio-environmental-financeeconomique
-strategic measures by including the quantitative and qualitative factors. Since the budget
available for these projects have become increasingly limited in recently years and the raising electricity
demand in the electrical network system tends to decline for next decades the decision aid model examines
which of the projects currently proposed by authority should be continued under a priority system which
consider the amount the budget available and the demand of electricity. Even though this study is focused to
the electric project selection of electric supply system to Java - Bali in Indonesia as a case study for
application of the proposed decision model, the general methodology could be applied to other problems
and in its various projects selection.
