Abstract

Pada umumnya, jalan direncanakan memiliki umur
rencana pelayanan tertentu sesuai kebutuhan dan kondisi lalu
lintas yang ada, misalnya 10 sampai dengan 20 tahun, dengan
harapan bahwa jalan masih tetap dapat melayani lalu lintas
dengan tingkat pelayanan pada kondisi yang baik. Untuk
mencapai pelayanan pada kondisi yang baik selama umur rencana
tersebut, diperlukan adanya upaya pemeliharaan jalan.
Menurut Manual Desain Pekerasan Jalan (2013), salah satu
kriteria yang harus dipenuhi dalam mendesain perkerasan jalan
merupakan life cycle cost yang minimum.
Pada penelitian ini akan dibahas analisa biaya siklus hidup
Jalan Nasional Batas Kota Bojonegoro-Padangan menggunakan
parameter-parameter antara lain, biaya konstruksi (initial cost),
biaya operasional dan pemeliharaan (operational & maintenance
cost), dan biaya penggantian (replacement cost), serta nilai sisa
(residual value).
Berdasarkan hasil perencanaan perkerasan lentur terhadap
prediksi kenaikan volume lalulintas selama 20 tahun, dihasilkan
biaya awal konstruksi sebesar Rp.42,981,443,898,-, biaya
pemeliharaan berkala pada tahun ke-10 sebesar
Rp.32,980,356,355,- pada tahun ke-10, dan pemeliharaan rutin
setiap 2 tahun sekali.
Sesuai dengan kontrak berbasis kinerja (Perfomance Based
Contract) yang berlaku pada Proyek Peningkatan Struktur jalan
tersebut, biaya awal konstruksi yang diperlukan sebesar
Rp.95,313,606,511.- dan biaya layanan pemeliharaan sebesar
Rp.15,135,257,674.-.
Total biaya yang dihasilkan menggunakan Metode Nilai
Sekarang (Present Worth Method) untuk perkerasan lentur
sebesar Rp.75,967,309,324,- dan perkerasan kaku sebesar
Rp.110,448,864,185,- . =========== In generally, road was planned have plan age service
appropriate needed and traffic conditions, example 10 till 20
years, in hope road was used with good condition. To get good
service condition for planning ages, we need maintenance effort.
According to Pavement Design Manual (2013), one of
criteria that should be completed when designed pavement is
minimum life cycle cost.
This research will discuss the life cycle cost analysis of the
National Boundary Road Bojonegoro-Padangan using parameters,
among others, initial cost, operational & maintenance costs,
replacement cost, and residual value.
Based on the results of flexible
pavement planning to increase forecast traffic volume for
20 years, generated the initial cost of
construction of Rp.42,981,443,898,-, periodic maintenance
costs in the 10th year as well as the replacement cost
of Rp.32,980,356,355,-, and some maintenances every 2 years.
In accordance with the performancebased
contract (Performance Based Contract) which applies to
the Project for Improvement of the road structure, the initial cost of construction required for Rp.95,313,606,511.- and the
cost of maintenance services for Rp.15,135,257,674.-.
The total cost generated using the present
value method (Present Worth Method) for flexible pavements for
Rp.75,967,309,324,- and rigid
pavement for Rp.110,448,864,185,-.
