Abstract

Kabupaten Mojokerto merupakan salah satu Kabupaten di
kawasan andalan Gerbangkertosusila dikembangkan untuk mendukung
sektor unggulan pertanian, perikanan, industri dan pariwisata. Untuk
saat ini tiga sektor penyumbang PDRB tertinggi adalah sektor industri,
perdagangan serta pertanian. Akan tetapi pembangunan yang ada
justru mengurangi keberadaan lahan pertanian. Hal ini dapat dilihat
dari menurunnya luas lahan pertanian yang ada. Padahal Kabupaten
Mojokerto termasuk sentral produksi padi Jawa Timur yang harus
dijaga produktivitasnya.Untuk itu diperlukan penentuan alokasi lahan
pertanian sawah yang optimal di Kabupaten Mojokerto.
Penelitian ini dilakukan melalui tiga tahapan. Pertama,
mengidentifikasi kesesuaian lahan pertanian dengan menggunakan
teknik analisis weighted overlay dari beberapa kriteria. Selanjutnya
hasil overlay diintersect dengan land use eksisting. Kedua perumusan
model optimalisasi untuk alokasi lahan pertanian dengan menggunakan
linear programming. Ketiga penentuan alokasi lahan pertanian yang
optimal dengan menggunakan input sasaran I dan II.
Berdasarkan analisis kesesuaian lahan, lahan pertanian yang
sangat sesuai dan cukup sesuai seluas 59.079,74 Ha. Selanjutnya hasil
analisis kesesuaian lahan diintersect dengan lahan pertanian eksisting
didapatkan luas 38.950,35 Ha. Hasil linear programming, diperoleh
empat alternatif penyelesaian. Dari keempat alternatif yang terbentuk,
alternatif pertama merupakan alternatif yang paling optimal dengan
kombinasi lahan pertanian seluas 32.705,39 Ha, perdagangan jasa
4.418,49 Ha dan Industri 14.337,92 Ha. Karena hasil intersect surplus
dari lahan pertanian hasil optimalisasi, maka alokasi ditentukan
berdasarkan faktor yang ada di UU RI No. 41 Th 2009 tentang LP2B.
Sehingga pembagian luas alokasi lahan pertanian dapat ditetapkan di
masing-masing kecamatan dengan luasan total 32.705,39 Ha

Mojokerto is one of regencies in the leading area of
Gerbangkertosusila which is developed to support the leading sectors of
agriculture, fisheries, industry and tourism. For the moment, three
sectors contributing the highest GRDP are the sectors of industry, trade
and agriculture. However, the existing development have been actually
reduced the presence of agricultural land. It can be seen from the
decline of the existing agricultural land area. Whereas, Mojokerto
regency belongs to the central rice production of East Java, which
should be maintained for its productivity. Therefore, it is necessary to
determine the allocation of agricultural land field in Mojokerto regency.
This research was conducted in three steps. First, identifying
the suitability of agricultural land using weighted overlay analysis
techniques based on several criteria. Next, the overlay results will be
intersected with the existing land use. Second, the formulation
optimization models for the allocation of agricultural land using linear
programming. Third, the determination of the optimal allocation of
agricultural land using the input of step I and step II.
Based on the analysis of land suitability, the agricultural land
area that is highly suitable and moderately suitable is 59.079.74 Ha.
Furthermore, the results of land suitability analysis being intersected
with the existing agricultural land area is 38.950.35 Ha. Based on the
results of linear programming, there are four alternative settlements.
From these four alternatives formed, the first alternative is the most
optimal alternative combinations of agricultural land with an area of
32.705.39 Ha, trade and services with an area of 4.418,49 Ha, and
industry with an area of 14.337,92 Ha. Since the results of the surplus
intersection of agricultural land is the optimization results, the
allocation is determined by the factors that exist in UU No. 41 th 2009
on LP2B. Thus, the distribution of the allocation of agricultural land
