Abstract

Peningkatan sanitasi diupayakan pemerintah Kota Ambon agar sesuai dengan target Universal Access tahun 2019. Pencapaian bebas buang air besar sembarangan merupakan salah satu target menuju Universal Access. Salah satu area beresiko tinggi sanitasi di Kota Ambon terletak di Desa Passo Kecamatan Teluk Ambon Baguala. Terdapat 831 rumah (26,64%) di Desa Passo yang belum memiliki fasilitas pembuangan tinja, sehingga masih melakukan praktek buang air besar sembarangan (BABS). Penelitian ini ditujukan untuk menganalisis kondisi sosial, teknis dan kelembagaan sanitasi, kemudian ditentukan upaya-upaya untuk mewujudkan Desa Passo yang terbebas dari buang air besar sembarangan.
Pengumpulan data dilakukan dengan observasi, wawancara dan kuesioner.
Wawancara dilakukan terhadap tokoh masyarakat dan lembaga terkait, sedangkan kuesioner dibagikan kepada masyarakat. Sampel responden berjumlah 100 orang yang disebar ke Desa Passo. Selain itu dilakukan survei sekunder ke Dinas Kesehatan, Dinas Pekerjaan Umum, Dinas Tata Kota, Dinas Kebersihan dan Pertamanan, Dinas Sosial, dan organisasi di tingkat desa.
Hasil penelitian menunjukan bahwa dari 100 responden yang tidak memiliki jamban, 64% melakukan praktek BABS. Ditinjau dari aspek sosial, hal ini disebabkan oleh kurangnya pengetahuan tentang perilaku hidup sehat dan kemampuan membangun jamban yang rendah. Upaya yang dapat dilakukan adalah sosialisasi pentingnya hidup sehat, penyuluhan dan pemicuan kepada masyarakat untuk stop BABS. Ditinjau dari aspek teknis, yang menjadi masalah adalah ketersediaan lahan, kedekatan dengan sungai, kondisi tanah dan muka air tanah yang dangkal serta akses air bersih yang sulit di daerah perbukitan. Sistem sanitasi yang dapat diterapkan di Desa Passo adalah sistem setempat (on site), baik individual maupun komunal dengan teknologi septik tank. Terkait kemampuan membangun jamban yang rendah, upaya yang dapat dilakukan bisa melalui arisan jamban, menabung, maupun bantuan pemerintah dalam pembangunan jamban dan penyediaan air bersih. Ditinjau dari aspek kelembagaan, diperlukan koordinasi yang baik antar instansi terkait dalam penyusunan dan pelaksanaan program, serta pemberdayaan lembaga terkait di tingkat desa. ========== Sanitation improving has attempted by Ambon City Government to comply with the Universal Access targets by 2019. The achievements of open defecation free is one of the targets towards Universal Access. One of the high-risk area in Ambon City is located in Passo Village Sub District Teluk Ambon Baguala. There is 831 housholds ( 26.64 % ) in Passo Village has no excreta disposal facilities, so they still practice open defecation ( OD ). This study aimed to analyze the social, technical and institutional sanitation, and determined efforts to realize open defecation free (ODF) in Passso Village.
Primary data was collected through observation, interviews and questionnaires. Interviews made to the public figure and related institutions, while questionnaire was distributed to public. Sample of respondent numbered 100 people dispersed in Passo Village. In addition, the secondary survey conducted to the Department of Health (Dinas Kesehatan), Department of Public Works (Dinas Pekerjaan Umum), Department of City Planning (Dinas Tata Kota), Department of Hygiene and Lanscaping (Dinas Kebersihan dan Pertamanan), Social Services (Dinas Sosial), and organizations at the village level.
The results showed, 64% of the 100 respondents has no latrines, to practice open defecation (OD). In social aspect terms, this is caused by lack of knowledge of healthy behavior and ability to build latrines are low. Efforts to do is socialize the importance of healthy live, counseling and triggered the public to stop OD. In terms of technical aspect, the problem is the availability of land, proximity to rivers, soils conditions and shallow groundwater level and difficult access to clean water in hilly areas. Sanitation systems can be applied in Passo Village is on-site system, both individual and communal with septic tank technology. Related to the ability to build latrines are low, efforts to do is social gathering, saving, and government assistance in construction of latrines and clean water supply. In terms of institutional aspects, required good coordination among agencies in preparation and implementation of the program, as well as empowerment of institutions at the village level .
