Abstract

Dalam rangka usaha untuk meningkatkan kinerja operasional perusahaan,
Manajemen SDM adalah salah satu faktor yang sangat diperhatikan dalam proses
bisnis perusahaan. Untuk itu, perlu adanya perencanaan SDM yang matang agar
dalam setiap kebijakan yang diambil perusahaan dapat mendukung tujuan
perusahaan. Penelitian ini dilakukan dalam rangka membantu kebijakan PT. PJB
mengenai proyek Remotisasi PLTA di bawah kendali UP Brantas. Remotisasi
adalah program pengendalian PLTA dari jarak jauh menggunakan bantuan
teknologi, sehingga proses pengendalian tidak perlu dikendalikan secara manual
dari PLTA tersebut. Faktor yang melatar belakangi diadakan kebijakan remotisasi
salah satunya adalah saat ini, biaya yang dikeluarkan dalam pengelolaan SDM di
UP Brantas cukup besar mencapai kurang lebih 25% dari seluruh total pengeluaran

Dalam penelitian ini diawali dengan memetakan beban kerja tiap jabatan
berdasarkan data job description di UP Brantas. Kemudian dari data tersebut dibuat
kuesioner untuk disebar kepada seluruh responden untuk menilai beban kerja tiap
jabatan secara masing-masing. Nilai beban kerja tersebut kemudian
dikombinasikan dengan bobot yang terbagi antara beban kerja mental dan beban
kerja fisik. Proporsi bobot tersebut diolah dengan bantuan metode Analytical
Hierarchical Process (AHP). Setelah diperoleh hasilnya, jabatan tersebut akan
dievaluasi dengan Hay Method dan dilihat nilai Job Size yang diperoleh masingmasing
jabatan. Kemudian langkah selanjutnya adalah memetakan problem dari
penerapan Remotisasi. Pemetaan problem nantinya akan disajikan dengan bantuan
cause-effect diagram. Apabila problem telah dipetakan, beban kerja telah
dipetakan, dan jabatan telah dievaluasi, maka seluruh pengolahan data tersebut
dikaitkan dengan rencana-rencana kebijakan dalam sisi manajemen SDM dan dicari
rekomendasi perbaikannya berupa fase-fase perencanaan SDM dari kondisi
eksisting PLTA hingga seluruh PLTA dalam keadaan seluruhnya telah diremotisasi

In order to attempt to improve the operational performance of the company,
HR management is one of the factors that are considered in the company's business
processes. Therefore, it is necessary need an excellent HR planning so that any
measures taken in the company can support the goals of the company. This research
was conducted in order to assist PT. PJB about remoting policy hydropower project
under the control of UP Brantas. Remoting is hydropower control programs
remotely using the help of technology, so that the control process does not need to
be controlled manually on the power plant. Background factors leading to remoting
policy was conducted because currently costs incurred in HR management reaches
approximately 25% of the total expenditure at UP Brantas. The company's
expectations by issuing policies Remotisasi hydropower can reduce costs in terms
of human resource management.
In this research begins by mapping the workload of each position based on
job description data at UP Brantas. Then from these data will be made
questionnaires and distributed to all respondents to assess the workload of each
positions individually. The value of the workload combined with a weighting
between mental workload and physical workload. These weight proportion is
processed with the help of Analytical Hierarchical Process (AHP). Having obtained
the results, positions will be evaluated with Hay Method and Job Size value will be
obtained for each position. The next step is to find the problems about remoting
implementation. Problems mapping will be presented with the help of cause-effect
diagram method. If the problem has been mapped, workload has been mapped, and
positions have been evaluated, then the entire processing of these data linked to the
plans in the human resources management policies and given recommendations
improvement in the form of HR planning stages from the state of the current
condition until the whole hydropower in a state of all had been remoted.
