Abstract

Perusahaan merupakan salah satu perusahaan yang bertanggung jawab atas
distribusi pupuk urea bersubsidi di Indonesia. Service level merupakan salah satu
parameter yang harus dioptimalkan oleh perusahaan untuk mengantisipasi
terjadinya kelangkaan pupuk. Salah satu permasalahan yang dihadapi untuk
mencapai service level yang optimal adalah availibilitas truk untuk melakukan
realsiasi pengiriman dan perputaran truk yang tidak lancar. Kebijakan yang
diterapkan untuk memperbaiki permasalahan yaitu penentuan segmentasi waktu
pengiriman dan dedicated express loading line. Simulasi dilakukan untuk
mengetahui pengaruh kebijakan terhadap perputaran truk, variabel respon dan
jumlah kebutuhan truk yang optimal. Simulasi dilakukan dengan software
ARENA. Pada penelitian ini dilakukan simulasi kebijakan eksisting dan perbaikan
untuk mengetahui pengaruh dari penerapan kebijakan pada skenario perbaikan.
Penerapan segmentasi waktu pengiriman dapat mengantisipasi ketidakpastian
sehingga akan mengoptimalkan waktu tunggu time windows dan penerapan
dedicated express loading line akan mempercepat waktu tunggu loading di pabrik.
Sehingga, penerapan kedua kebijakan ini akan mengurangi waktu siklus per ritase.
Waktu siklus yang singkat akan dapat meningkatkan realisasi pengiriman,
sehingga secara tidak langsung akan meningkatkan service level perusahaan dan
mengurangi jumlah kebutuhan truk. Penerapan skenario A2B2C8 meningkatkan
waktu perputaran truk per ritase sebesar 28%, menurunkan waktu tunggu time
windows sebesar 40%, meningkatkan service level sebesar 12,9%, dan
menurunkan utilitas truk sebesar 11,9%.

This company is one of the government-owned company responsible for
meeting the demand of subsidized urea fertilizer in Indonesia. Service level is one
of the parameters to be optimized by the company to anticipate shortages of
fertilizer in the area of corporate responsibility. One of the problems faced in
order to achieve optimal service level is the availability of trucks to make
deliveries and truck turn around time is very long. Policy applied to fix the
problem is a segmentation of the delivery time and dedicated express loading line.
Simulations carried out to determine the effect of new policy on the truck
turnaround, the response variable and the number of truck owned. Simulations
performed with ARENA software. In this study, a simulation is conducted for the
existing policies and improvement scenario. The aim is to determine the effect of
the new policy on improvement scenario. Implementation of segmentation of the
delivery time policies can anticipate the uncertainty in the distribution process so
that it will optimize the waiting time for time windows. Meanwhile, the policy on
dedicated express loading line will speed up the waiting time for the loading
process. Thus, the implementation of this policy will reduce cycle time for each
delivery. A short cycle time will be able to increase the delivery realization, so it
will indirectly increase the service level of the company and reducing the number
of trucks needed. The best scenarios to be implemented in the company is
scenarios A2B2C8. This scenario improve truck turnaround time per ritase by
28%, lowering waiting time for time windows by 40%, improve the service level
around 12.9%, and lowering the truck utility around 11.9%.
