Abstract

Indonesia mencanangkan untuk memperkuat konektivitas transportasi nasional guna mendukung sistem logistik nasional, salah satu langkah yang ditempuh adalah dengan membangun 2 (dua) pelabuhan yang akan berfungsi sebagai pelabuhan hub internasional yaitu pelabuhan Bitung dan pelabuhan Kuala Tanjung. Penetapan pelabuhan Kuala Tanjung tersebut akan menggantikan peran pelabuhan Tanjung Priok sebagai pelabuhan hub internasional dan mengakibatkan perubahan pada pergerakan petikemas internasional khususnya di wilayah Indonesia bagian barat. Oleh karena itu, dalam penelitian ini akan dilakukan analisis dampak penetapan pelabuhan Kuala Tanjung pada biaya Transportasi Laut untuk distribusi petikemas internasional ke pelabuhan di wilayah Indonesia barat. Hasil analisis diperoleh total biaya distribusi petikemas melalui pelabuhan Kuala Tanjung 40% lebih tinggi dibandingkan melalui pelabuhan Tanjung Priok. Pelabuhan Kuala Tanjung memiliki potensi sebesar 5,62 juta TEU’s untuk petikemas internasional di Indonesia wilayah barat pada tahun 2015, pada Tahun 2030 volume yang dilayani pelabuhan Kuala Tanjung sebagai gateway untuk petikemas internasional sebesar 10,89 juta TEU’s. Biaya distribusi total dari pelabuhan Kuala Tanjung sebagai pelabuhan transshipment untuk pelayaran internasional memilki biaya yang lebih tinggi sebesar 3,54 % dibandingkan dengan pelabuhan Singapura.

Indonesia has planned to strengthen the national transport connectivity in order to support national logistics system. One of its potential strategies is to build two ports that have a role as international hub ports namely Port of Bitung and the Port of Kuala Tanjung. Kuala Tanjung would have a function as a gate for international containers, which go in-and-out of Indonesia western region. Therfore, it apparently replaces the role of Port of Tanjung Priok, which currently holds that role so it would affect on the changes in the movement of international container in Indonesia western region particularly. The objective of this study is to analyze the impact of Port of Kuala Tanjung establishment in term of transportation cost for the distribution of international containers to domestic ports in Indonesia western region. The result from the analysis reveals that the total distribution cost through Port of Kuala Tanjung is 40% higher than the total distribution cost through the Port of Tanjung Priok. From the analysis, potential volume of Port of Kuala Tanjung as gate for international container will handle 5,62 million TEU’s of international container in Indonesia. In 2030 the volume port of Kuala Tanjung as gate is 10,89 million TEU’s a year. Port of Kuala Tanjung compared to Port of Singapore would have 3.54% higher total distribution cost to Southeast Asian region as international transshipment port.
