Abstract

Pelayaran rakyat telah menjadi bagian penting dalam aktivitas pelayaran nasional. Dukungan pelayaran rakyat diperlukan pada aktivitas logistik kepulauan, yang sesuai dengan kondisi kedalaman dan fasilitas pelabuhan pulau-pulau kecil. Mengingat pentingnya peran pelayaran rakyat, maka perlu dilakukan peningkatan kinerja pelayaran rakyat khususnya pada solusi non-fisik. Dalam penelitian ini akan dikaji peningkatan kinerja yang berfokus pada pelayanan barang. Pelayanan barang memiliki risiko-risiko yang timbul akibat pengurusan dokumen-dokumen pengiriman barang serta besarnya waktu aktivitas pelayanan barang akibat prosesnya masih dilakukan secara tradisional.Perancangan desain Arsitektur ITS yang meliputi perancangan Arsitektur Organisasi, Arsitektur Fungsi, Komunikasi, serta Fisik untuk kemudian menjadi dasar dalam menentukan Kerangka Arsitektur Solusi. Analisis biaya-manfaat digunakan untuk mengetahui besarnya manfaat yang didapatkan oleh rancangan Arsitektur ITS. Hasil dari Tugas Akhir ini menyebutkan bahwa pemotongan proses perpindahan informasi dapat mengurangi kerugian akibat terjadinya risiko. Rasio manfaat-biaya yang diperoleh dari solusi yang sepenuhnya menggunakan aplikasi dan internet adalah 146. Analisis sesitivitas menunjukkan bahwa rasio manfaat-biaya sensitif terhadap biaya listrik dan tarif internet. Pada solusi yang dimaksud di atas akan menjadi tidak layak dikembangkan ketika biaya pengadaan listrik sebesar Rp 954.099.197,- per tahun dan internet Rp 1.904.443.543,- per tahun

The Traditional Shipping become one important part of the national shipping activities. Archipelagic logistics activity is requiring support from Traditional Shipping , according to the conditions and the depth of the port facilities of small islands. Due to the important role of Traditional Shipping, it is necessary to improve the performance of it especially in the non-physical solutions. This study will assess performance improvements focusing on goods servicing. Goods servicing has risks arising from the processing of documents and the amount of time goods delivery service activities goods because the process is still done traditionaly. Architecture design includes designing ITS Organization Architecture, Functions Architecture, Communications, and Physical required for determining Solution Architecture Frameworks. Cost-benefit analysis used to determine the magnitude of the benefit obtained by the design of ITS Architecture. The results of this final project mentioned that the cutting process of data interchange can reduce losses due to risks. Benefit-cost ratios derived from the chosen solution is 146. The sensitivity analysis is used to determine the susceptibility of these solutions based on the cost of electricity and the internet, it is known that the chosen solution had a ratio of 0 when the electricity cost is Rp 954 099 197, - per year and internet cost Rp 1,904,443,543, - per year.
