Abstract

Perusahaan Umum Bulog (Perum Bulog) adalah salah satu perusahaan
nasional yang menyediakan pangan nasional, khususnya beras yang menjadi
sumber makanan utama masyarakat Indonesia.. Perum Bulog tidak secara
langsung membeli beras dari petani tetapi melalui pihak ketiga. Persediaan beras
raskin di Bulog sering mengalami stockout, termasuk Perum Bulog Sub Divre
Surabaya. Ini berarti Bulog tidak berhasil menjalankan penugasan yang diberikan
oleh Pemerintah, dan untuk mengatasi permasalahan ini Perum Bulog Sub Divre
Surabaya mengambil stok beras raskin dari cabang Perum Bulog yang lain.
Penelitian ini memberikan usulan kebijakan persediaan beras raskin dengan
periodic review dan continuous review dengan kriteria tanpa terjadi stockout
dengan total biaya persediaan minimum. Hasil penelitian ini menyimpulkan
bahwa apabila tingkat persediaan awal untuk enam bulan atau lebih maka yang
dipilih adalah kebijakan continous review dengan Metode Min-Max. Namun
apabila tingkat persediaan awal kurang dari enam bulan maka kebijakan
persediaan yang dipilih adalah continuous review (s,S).

Perusahaan Umum Bulog (Perum Bulog) is one of Indonesian national
companies that provides food commodities for public, especially rice, the main
food source for most Indonesian. The rice supply in Perum Bulog is not directly
obtained from farmers. Instead, a third party manages and consolidates the rice
supply for this company. However, the implementation of existing inventory
system in Perum Bulog has caused a high stockout, especially in Perum Bulog
Sub Divre Surabaya. Demand for Raskin rice, one type of commodity that Perum
Bulog should provide, also often failed to meet. Thus, sometimes Perum Bulog is
forced to meet the demand by taking out the commodity from other branch. This
research has attempted to apply other type of inventory reviews: periodic review
and continuous review to investigate whether any of them can provide a better
system that capable of minimizing stockout. The result found that when the initial
level of inventory is adequate for at least six months, Min-Max method is
suggested. Otherwise, if the initial inventory level is only adequate for less than 6
months, and inventory control using continuous review (s,S) is better
