Abstract

Provinsi Sumatera Selatan merupakan salah satu kawasan terintegrasi yang letaknya sangat strategis; menjadi penghubung antara negara-negara ASEAN dengan pusat perekonomian Indonesia di pulau Jawa. Selama kurun waktu 2012-2014 kinerja perekonomian Provinsi Sumatera Selatan melambat dengan laju pertumbuhan rata-rata 5,81% (bappenas sumsel, 2015). Agenda Pembangunan RPJMN 2020-2024 harus didukung oleh pemerintah daerah Sumatera. Kawasan Ekonomi Khusus (KEK) Tanjung Api Api di Kecamatan Banyuasin II, Kabupaten Banyuasin, Sumatera Selatan di rencanakan untuk meningkatkan laju perekonomian wilayah Sumatera Selatan. Selain (KEK) Tanjung Api Api adapun kawasan industri Tanjung Carat sebagai penunjang perkembangan KEK Tanjung Api Api yang menjadi pertimbangan penulis dalam perencanaan jalan tol ini. Pada tahun 2019 volume kendaraan akan mengalami peningkatan sebesar 33,9% di ruas jalan protokol Kota Palembang. Pembangunan jalan tol merupakan solusi karena dapat mengalihkan kepadatan lalu lintas yang terjadi di ruas jalan protokol Kota Palembang sehingga dapat menimbulkan kelancaran arus lalu lintas dan efisiensi. Pada proposal tugas akhir ini akan dilakukan perencanaan jalan tol Tanjung Api Api-Tanjung Carat agar kawasan KEK Tanjung Api Api lebih terintegrasi dengan kawasan industri Tanjung Carat. Oleh karena itu, diperlukan perencanaan geometri dan perkerasan Jalan Tol Tanjung Api Api-Tanjung Carat.
Tugas akhir ini berisi tentang perancangan geometrik simpang susun, geometrik jalan tol, perancangan perkerasan jalan tol, dan perancangan saluran drainase pada Jalan Tol Tanjung Api Api – Tanjung Carat. Perancangan geometrik jalan tol dan simpang susun dilakukan berdasarkan “Geometri Jalan Bebas Hambatan untuk Jalan Tol, Departemen Pekerjaan Umum Direktorat Jenderal Bina Marga tahun 2009”, untuk pemilihan perancangan simpang susun terbaik berdasarkan “Persimpangan Jalan Tidak Sebidang” Direktorat Jenderal Bina Marga tahun 2005, untuk perancangan tebal perkerasan berdasarkan “Manual Desain Perkerasan Jalan 2017”, sedangkan untuk perencanaan saluran drainase berdasarkan “Tata Cara Perencanaan Drainase Pemukaan Jalan 03-3424-1994”. Perancangan geometrik jalan tol ini dilakukan dengan menggunakan bantuan software AutoCAD Civil 3D 2018.
Dari hasil perancangan jalan tol ini didapatkan jumlah lengkung horizontal sebanyak 4 dan lengkung vertikal sebanyak 7. Pada Ramp Tol Palembang – Tanjung Api Api didapatkan jumlah lengkung horizontal sebanyak 2 dan lengkung vertikal sebanyak 2. Pada Ramp Tanjung Api Api – Tol Palembang didapatkan jumlah lengkung horizontal sebanyak 4 dan lengkung vertikal sebanyak 5. Pada Ramp Tol Tanjung Carat – Tanjung Api Api didapatkan jumlah lengkung horizontal sebanyak 3 dan lengkung vertikal sebanyak 4. Pada Ramp Tanjung Api Api – Tol Tanjung Carat didapatkan jumlah lengkung horizontal sebanyak 2 dan lengkung vertikal sebanyak 2. Tebal perkerasan kaku didapatkan sebesar 315 mm dengan lapisan tambahan berupa lapisan beton kurus (LMC) 100 mm, lapisan drainase 150 mm dan lapisan stabilisasi semen 300 mm. Tipe saluran drainase didapatkan sebanyak 3 jenis tipe saluran.

South Sumatra Province is an integrated area which is very strategically located; became a liaison between ASEAN countries and the center of the Indonesian economy on the island of Java. Tanjung Api Api Special Economic Zone (SEZ) in Banyuasin II District, Banyuasin Regency, South Sumatra is planned to increase the economic rate of the South Sumatra region. Aside from the Tanjung Api Api SEZ, the Tanjung Carat industrial area as a support for the development of the Tanjung Api Api SEZ is the author's consideration in planning this toll road. In 2019 the volume of vehicles will increase by 33.9% on the Palembang City protocol roads. The construction of the toll road is a solution because it can divert the traffic density that occurs on the Palembang City protocol roads so that it can lead to smooth traffic flow and efficiency. In this final project proposal, the planning of the Tanjung Api Api-Tanjung Carat toll road will be carried out so that the Tanjung Api Api SEZ area is more integrated with the Tanjung Carat industrial area. Therefore, geometric planning and pavement of the Tanjung Api Api-Tanjung Carat Toll Road are needed.
This final project contains the geometric design of interchanges, toll road geometry, toll road pavement design, and drainage channel design on Tanjung Api Api - Tanjung Carat Toll Road. Geometric design of toll roads and interchanges is done based on "Freeway Geometry for Toll Roads, Ministry of Public Works of the Directorate General of Highways in 2009", for the selection of the best design of interchanges based on "Uneven Roadway Crossings" of the Directorate General of Highways in 2005, for pavement thickness design is based on "2017 Pavement Pavement Design Manual", while for drainage channel planning based on "Procedures for Road Surface Drainage Planning 03-3424-1994". The geometric design of this toll road is carried out using the help of AutoCAD Civil 3D 2018 software.
From the results of this toll road design, the number of horizontal alignment is 4 and the vertical alignment is 7. In Palembang Toll Road - Tanjung Api Api Ramp, the number of horizontal alignment is 2 and the vertical alignment is 2. At the Tanjung Api Api - Palembang Toll Road Ramp, the number of horizontal alignment is obtained as much as 4 and vertical alignment as much as 5. In the Tanjung Carat Toll Road - Tanjung Api Api Ramp, the number of horizontal alignment is 3 and the vertical alignment is 4. In the Tanjung Api Api - Tanjung Carat Toll Road Ramp, there are 2 horizontal alignment and 2 vertical alignment. Rigid pavement thickness is obtained by 315 mm with an additional layer in the form of a light material concrete (LMC) 100 mm, a drainage layer of 150 mm and a cement stabilization layer of 300 mm. There are 3 types of drainage channels.
