Abstract
Ruang laut dan pesisir adalah lingkungan yang sangat kompleks, berbagai macam kegiatan dilangsukan di ruang laut. Konsep RRR adalah suatu dasar untuk mengelola sumber daya wilayah pesisir dan laut dalam lingkup penetapan batas laut wilayah (restriction), batas kewenangan (right) izin dan (responsibility) tanggung jawab, yang membentuk keterpaduan antara wilayah administrasi. Pemerintah adalah pihak yang berwenang dalam mengatur keterpaduan wilayah pengelolaan dan pemanfaatan ruang laut di negara ini. Melalui peraturan yang tertuang dalam RZWP-3K (Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil) yang tertulis di dalam Undang Undang Nomor 1 Tahun 2014 tentang Perubahan Atas Undang-Undang Nomor 27 Tahun 2007 tentang Pengelolaan Wilayah Pesisir dan Pulau-Pulau Kecil. Pada penelitian kali ini melakukan evaluasi terkait penerapan konsep kadaster laut RRR di wilayah pesisir perindustrian PT.Petrokimia Gresik, dengan melakukan analisis kesesuaian terhadap rencana oleh pemerintah melalui RZWP-3-K dan terhadap UU No.1 Tahun 2014 tentang Pengelolaan Wilayah Pesisir Dan Pulau-Pulau Kecil. Melakukan proses inventarisasi jenis pengelolaan ruang laut di sekitar wilayah studi kasus, lalu melakukan analisis

perubahan fungsi lahan wilayah perairan menjadi daratan, dan evaluasi ketersediaan penjagaan ekosistem di wilayah perindustrian. Proses evaluasi dan analisis yang dilakukan berfungsi untuk mengetahui implementasi dari tiap konsep RRR yang telah dilaksankan oleh PT.Petrokimia Gresik sebagai pelaku pengelolaan ruang laut di wilayah perindustrian. Dari penelitian ini didapatkan hasil inventarisasi dari Peta RZWP-3-K dan juga Peta Eksisting yang tidak terdapat banyak perbedaan jenis pemanfaatan atau pengelolaan di sekitar wilayah perairan PT.Petrokimia Gresik. Didapatkan pula hasil identifikasi tiap konsep RRR (Right, Restriction, and Responsibility) yakni yang pertama konsep Right yang terimplementasikan dalam bentuk izin yang dimiliki oleh PT.Petrokimia Gresik yang telah sesuai dengan izin di kawasan, zona, dan sub-zona peruntukannya dalam rencana oleh pemerintah yang tertuang dalam peta RZWP-3-K, lalu penerapan konsep Restriction tertuang dalam bentuk batasan pemanfaatan wilayah perairan di sekitar wilayah pesisir dan perairan PT.Petrokimia Gresik yang dalam 4 tahun terakhir mengalami perubahan alih fungsi wilayah perairannya menjadi daratan. Sedangkan konsep Responsibility di implementasikan dalam bentuk penjagaan ekosistem di sekitar wilayah perindustrian PT.Petrokimia Gresik melalui aktivitas terkait pengelolaan lingkungan yang tertulis dalam izin-izin lingkungan yang telah dikantongi PT.Petrokimia Gresik dan beberapa penghargaan yang diraih dalam pengelolaan limbah.

Ocean and coastal space is a very complex environment, various activities are carried out in the marine space. The RRR concept is a basis for managing coastal and marine area resources within the scope of setting sea boundaries (restriction), authority limits (right) permits, and (responsibility) responsibilities, which form a cohesiveness between administrative areas. The government is the authority in regulating the integration of the management and utilization of sea space in the country. Through the regulations contained in RZWP-3K (Zoning Plan for Coastal Areas and Small Islands) written in Law Number 1 of 2014 concerning Amendments to Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands. In this study, an evaluation was carried out to the application of the RRR marine cadastral concept in the industrial coastal area of PT. Petrochemical Gresik, by analyzing the suitability of the plan by the government through RZWP-3-K and against Law No. 1 of 2014 concerning Management of Coastal Areas and Islands Small island. Conduct an inventory of marine space management types around the case study area, then analyze changes in land use functions from water to land areas, and evaluate the

availability of protecting ecosystems in industrial areas. The evaluation and analysis process carried out serves to determine the implementation of each RRR concept that has been carried out by PT. Petrochemical Gresik as an agent of marine space management in industrial areas. From this research, the results of an inventory of the RZWP-3-K Map and also the Existing Map that does not have many different types of use or management around the area of PT. Petrokimia Gresik. Also obtained the results of identification of each RRR concept (Right, Restriction, and Responsibility), the first is the Right concept which is implemented in the form of a permit owned by PT.Petrokimia Gresik which is following permits in the area, zone, and subzones of its designation in the plan by the government as stipulated in the RZWP-3-K map, then the application of the concept of Restriction is contained in the form of restrictions on the use of water areas around the coastal areas and waters of PT. Petrokimia Gresik, which in the last 4 years has changed its function to become a land area. While the concept of Responsibility is implemented in the form of maintaining ecosystems around PT. Petrokimia Gresik's industrial areas through activities related to environmental management written in environmental permits that have been pocketed by PT. Petrokimia Gresik and several awards won in waste management.
