Abstract

Jalan merupakan salah satu konektivitas fisik antarwilayah yang berperan penting dalam kehidupan masyarakat. Semarang dan Demak, merupakan dua wilayah yang terletak di provinsi Jawa Tengah, yang dihubungkan dengan jalan utama yang terklasifikasi dalam jalur Pantai Utara. Kemacetan dan banjir rob sering terjadi di jalur ini. Jalan tol merupakan jalan bebas hambatan yang bertujuan salah satunya untuk memperlancar lalu lintas yang menghubungkan antardaerah yang berkembang sehingga waktu tempuh antara kedua daerah tersebut menjadi lebih singkat. Jalan Tol Semarang-Demak dibangun untuk menghubungkan kabupaten Demak dan kota Semarang, sekaligus menjadi tanggul laut untuk mengatasi rob yang sering terjadi. Agar perencanaan Jalan Tol Semarang-Demak efisien dan layak investasi, perlu dilaksanakan studi kelayakan Jalan Tol Semarang-Demak dari segi ekonomi dan finansial. Dengan dilaksanakannya studi tersebut diperoleh besarnya penghematan Biaya Operasional Kendaraan (BOK) dan nilai waktu (time value) setelah jalan tol Semarang-Demak dibangun. Sehingga akan diketahui kelayakan jalan tol dari segi ekonomi dan finansial.
Dalam tugas akhir ini, digunakan metode Jasa Marga untuk menganalisis Biaya Operasional Kendaraan (BOK) dan nilai waktu (time value). Kemudian dalam perhitungan trip assignment (pemilihan rute) untuk mengetahui jumlah kendaraan yang berpindah dari jalur pantura Semarang-Demak ke jalan tol rencana, digunakan metode Smock, JICA model 1, Davidson, dan Diversion Curve. Dari keempat metode tersebut, akan dipilih hasil yang paling sesuai. Untuk menganalisis kelayakan dari aspek ekonomi, digunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), dan Internal Rate of Return (IRR) sehingga dapat diketahui penghematan yang didapatkan oleh pengguna jalan ketika melewati Jalan Tol Demak-Semarang. Sedangkan untuk analisis kelayakan dari aspek finansial, digunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR), dan Payback Period (PP), sehingga diketahui keuntungan yang akan didapatkan oleh investor jika jalan tol ini dibangun.
Dari hasil analisis kelayakan ekonomi, diperoleh bahwa nilai BCR sebesar 1,003 (BCR>1), NPV sebesar Rp19.805.565.282 (NPV>0), dan IRR sebesar 5,331% (IRR>Suku bunga). Pada analisis kelayakan finansial ketika menggunakan suku bugnga sebagai discount rate, diperoleh nilai BCR sebesar 1,301 (BCR>1), NPV sebesar Rp1.727.104.175.998 (NPV>0), IRR sebesar 6,896% (IRR>Suku bunga), dan PP pada tahun ke-28 bulan ke-3 setelah jalan tol Semarang-Demak di operasikan. Sedangkan ketika menggunakan MARR sebagai discount rate diperoleh BCR sebesar 0,458 (BCR<1), NPV -Rp2.928.661.352.380 (NPV<0), IRR sebesar 6,896% (<MARR) dan PP lebih dari 35 tahun. Berdasarkan analisis tersebut, maka Jalan Tol Semarang-Demak dinyatakan layak dari segi ekonomi dan finansial ketika menggunakan suku bunga sebagai discount rate.

Road is one of the physical connectivity between regions that plays an important role in people's lives. Semarang and Demak are two areas located in Central Java, which are connected by the main road classified as the North Coast route. Traffic jams and tidal floods often occur on this route. Toll roads are expressways with the aim of one of which is to smoothen traffic connecting developing regions so that the travel time between the two regions is shorter. The Semarang-Demak Toll Road was built to connect Demak district and the city of Semarang, as well as a sea wall to deal with frequent tidal flooding. In order for the planning of the Semarang-Demak Toll Road to be efficient and feasible for investment, it is necessary to carry out a feasibility study for the Semarang-Demak Toll Road from an economic and financial perspective. By carrying out the study, it was found that the savings in Vehicle Operating Costs (BOK) and the time value after the Semarang-Demak toll road were built. So that it will be known the feasibility of toll roads from an economic and financial perspective.
In this final project, Jasa Marga's method is used to analyze Vehicle Operating Costs (BOK) and the time value. For calculating trip assignment to determine the number of vehicles moving from the Semarang-Demak pantura route to the planned toll road, Smock, JICA model 1, Davidson, and Diversion Curve methods are used. The most suitable result will be selected. To analyze the feasibility of an economic aspect, the parameters of the Benefit Cost Ratio (BCR), Net Present Value (NPV) and Internal Rate of Return (IRR) are used so that road users can find out the savings when passing the Demak-Semarang Toll Road. As for the feasibility analysis from the financial aspect, the parameters of the BCR, NPV, IRR, and Payback Period (PP) are used, so that investors will know the benefits that will be obtained by the toll road. this was built.
From the results of the economic feasibility analysis, it was found that the BCR value was 1.003 (BCR> 1), the NPV was Rp.19,805,565,282 (NPV> 0), and the IRR was 5.331% (IRR> Interest rate). In the analysis of financial feasibility when using the discount rate as a discount rate, the BCR value of 1.301 (BCR> 1), NPV of Rp1,727,104,175,998 (NPV> 0), IRR of 6.896% (IRR> interest rate), and PP at 28th year 3rd month after the Semarang-Demak toll road is operated. Meanwhile, when using MARR as the discount rate, the BCR is 0.458 (BCR <1), NPV -Rp2,928,661,352,380 (NPV <0), IRR is 6.896% (<MARR) and PP is more than 35 years. Based on this analysis, the Semarang-Demak Toll Road is declared feasible from an economic and financial perspective when using the interest rate as the discount rate.
