Abstract

Kawasan Jembatan Merah merupakan salah satu wilayah yang akan dikembangkan dengan konsep TOD. Kawasan yang masuk ke dalam kawasan kota lama ini memiliki intensitas kegiatan yang tinggi. Hal ini disebakan karena penggunaan lahan yang ada di sekitar kawasan tersebut memang berfokus pada kegiatan perdagangan dan jasa. Selain direncanakan sebagai pusat perdagangan dan jasa, kawasan ini juga akan dikembangkan sebagai kawasan pariwisata budaya. Dengan adanya rencana tersebut dikhawatirkan nantinya akan menimbulkan tarikan tinggi yang dapat mengganggu lalu lintas di sekitar. Maka dari itu, konsep TOD di kawasan Jembatan Merah dinilai dapat menjadi salah satu solusi yang pas. Selain itu, konsep TOD ini juga nantinya bisa digunakan sebagai salah satu tool dalam upaya pelestarian bangunan cagar budaya yang ada di sekitar kawasan transit. Mengingat kondisi kawasan yang masih belum sepenuhnya sesuai dengan konsep TOD, maka diperlukan adanya arahan pengembangan kawasan Jembatan Merah Surabaya menggunakan konsep TOD yang disinkronisasi dengan prinsip pelestarian bangunan cagar budaya disekitarnya.
Adapun tujuan dari penelitian ini yaitu merumuskan arahan pengembangan kawasan Jembatan Merah Surabaya berdasarkan konsep Transit Oriented Development (TOD). Tujuan tersebut dicapai melalui beberapa sasaran penelitian. Pertama, menggunakan metode Delphi untuk menentukan kriteria, indikator dan variabel konsep TOD yang sesuai dengan karakteristik Kawasan. Lalu menggunakan pendekatan deskriptif statistik untuk mengidentifikasi kesesuaian karakteristik Kawasan dengan kriteria kawasan TOD. Selanjutnya, melakukan analisis AHP (Analytical Hierarchy Process) untuk menentukan prioritas pengembangan Kawasan Jembatan Merah berbasis konsep TOD. Terakhir, menggunakan metode triangulasi data untuk merumuskan arahan pengembangan Kawasan Jembatan Merah Surabaya berbasis konsep Transit Oriented Development (TOD)
Berdasarkan hasil penelitian, diperoleh sebelas variabel yang berpengaruh terhadap pembentukan kawasan Jembatan Merah Surabaya berdasarkan konsep TOD. Salah satunya adalah variabel “Kondisi Bangunan” yang merupakan variabel baru yang muncul pada indikator Design (Pedestrian Friendly) dan berbeda dari penelitian sebelumnya. Variabel ini muncul karena pertimbangan mengenai kondisi kawasan yang memiliki banyak bangunan cagar budaya. Urutan variabel berpengaruh menurut prioritas pengembangannya yakni : Penggunaan Lahan Non-Residensial; Ketersediaan Jalur Pejalan Kaki; Kondisi Jalur Pejalan Kaki ; Kondisi Bangunan ; Konektivitas Jalur Pejalan Kaki ; Dimensi Jalur Pejalan Kaki ; Ketersediaan Penyebrangan Pejalan Kaki ; Koefisien Lantai Bangunan (KLB) ; Koefisien Dasar Bangunan (KDB) ; Kepadatan Bangunan dan Penggunaan Lahan Residensial. Dengan memperhatikan hasil identifikasi kesesuaian karakteristik kawasan terhadap perwujudan konsep TOD maka dapat dirumuskan arahan pengembangan Kawasan Jembatan Merah Surabaya berdasarkan konsep Transit Oriented Development (TOD).

Jembatan Merah Surabaya Area is one of the areas that will be developed with the TOD concept. The area that also included in the old town area Surabaya, has a high intensity of activities. This high intensity is caused because land use around the area which focused on trade and service activities. Besides being planned as a center for trade and services, this area will also be developed as a cultural tourism area. With this plan, it is feared that it will cause a high attraction which can disrupt the traffic inside the are. Therefore, the concept of TOD in the Jembatan Merah Surabaya area is considered to be one of the right solutions. This TOD concept can also be used as a tool in the preservation of cultural heritage buildings around the transit area. Given that the condition of the area is still not fully in accordance with the TOD concept, it is necessary to have a guidance for the development of the Jembatan Merah area using the TOD concept which is synchronized with the principle of preservation of the surrounding cultural heritage buildings.
The purpose of this research is to formulate the guidance for the development of the Jembatan Merah Surabaya area based on Transit Oriented Development concept. These objectives are achieved through several research objectives. First, Delphi method will be used for determining the criteria, indicators and variable concepts of the TOD in accordance with the characteristics of the area study. Then, descriptive statistic method for identifying the characteristics of area study in accordance with the TOD area criteria. AHP method for determining the priority of developing area study based on the TOD concept. The last is triangulation method approach for formulating the guidance for the development of Jembatan Merah Surabaya Area based on the concept of Transit Oriented Development (TOD).
Based on the results of the study, there are eleven variables that influence the formation of Jembatan Merah Surabaya area based on the TOD concept. One of them is the "Building Condition" variable which is a new variable in Design (Pedestrian Friendly) indicator that appears and differs from previous research. This variable arises because of consideration of the condition of an area that has many cultural heritage buildings. The order of variables influences according to the priority of their development is Non-Residential Land Use; Availability of Pedestrian Lane; Pedestrian Lane Conditions; Building Condition; Pedestrian Lane Connectivity ; Pedestrian Lane Dimension; Availability of Pedestrian Crossings ; Floor Area Ratio (FAR); Building Coverage Area (BCA) ; Building density; and Residential Land Use. With the result of area’s characteristic suitabily on TOD concept, it can be formulated the guidance for the development of Jembatan Merah Surabaya Area based on the concept of Transit Oriented Development (TOD).
