Abstract

Waduk Pidekso terletak di Kabupaten Wonogiri, Provinsi Jawa Tengah. Waduk ini berfungsi untuk memenuhi kebutuhan air baku, air irigasi, serta dimanfaatkan sebagai pembangkit listrik tenaga mikro hidro (PLTMH). Waduk ini dibangun untuk mengatasi permasalahan yang sering terjadi di aliran Sungai Bengawan Solo hulu, dimana waktu musim hujan sering menimbulkan banjir, karena debit sungai yang besar. Hal ini berbanding terbalik ketika musim kemarau, aliran sungai mempunyai debit yang sangat kecil. Salah satu permodelan sumber daya air yang dapat diterapkan untuk permasalahan ini yaitu teknik optimasi. Konfigurasi tata air begitu kompleks, sehingga dalam Tugas Akhir Terapan ini diterapkan teknik optimasi yang ditemukan oleh Richard Bellman.
Optimasi diawali dengan melakukan analisis data untuk mendapatkan besar debit yang tersedia, kebutuhan air baku, irigasi, dan PLTMH. Simulasi optimasi dilakukan dengan menggunakan metode teknik optimasi yang ditemukan oleh Richard Bellman untuk mendapatkan hasil yang optimum dengan waktu awal tanam yang berbeda-beda untuk jangka waktu satu tahun ke depan untuk pola pengoperasian Waduk Pidekso sebagai waduk serbaguna.
Hasil analisis yang didapatkan adalah Perhitungan untuk tahun 2020, didapatkan nilai debit terbesar yang tersedia adalah 4,478 m3/dtk dan debit terkecil adalah 0,385 m3/dtk. Perhitungan kebutuhan air baku, didapatkan nilai besar kebutuhan air baku pada kondisi harian sebesar 0,023 m3/dtk, pada kondisi harian maksimum sebesar 0.026 m3/dtk, pada kondisi jam puncak sebesar 0,040 m3/dtk. Perhitungan kebutuhan air irigasi, didapatkan nilai debit terbesar adalah 6,169 m3/dtk dan nilai debit yang terkecil adalah 0 m3/dtk. Perhitungan kebutuhan PLTMH dengan menggunakan debit andalan 95% sebesar 1,152 m3/dtk didapatkan daya listrik untuk PLTMH 1 sebesar 58,707 kW dan energi listrik sebesar 5.144.273,9 kWh. Sedangkan daya listrik untuk PLTMH 2 sebesar 48,865 kW dan energi listrik sebesar 401.776.5 kWh. Simulasi teknik optimasi yang disusun dengan metode Richard Bellman terdiri dari 24 model simulasi dengan waktu awal tanam yang berbeda-beda berdasarkan bulan dan periode, dengan kendala (constraint) ketersediaan air dan kapasitas tampungan waduk. Waktu awal tanam yang paling optimum untuk setiap kebutuhan adalah bulan September Periode II dengan solusi optimasi, penambahan luas tanam irigasi untuk untuk masa tanam padi 1 sebesar 1.852 ha, masa tanam padi 2 sebesar 6.105 ha, dan masa tanam palawija sebesar 5.776 ha, serta peningkatan penggunaan PLTM dengan debit andalan 95% sebesar 6,911 m3/dtk.

Pidekso Reservoir is located in Wonogiri Regency, Central Java Province. This reservoir functions to meet the needs of raw water, irrigation water, and is used as a micro hydro power plant (PLTMH). This reservoir was built to solve problems that often occur in the Upper Solo River, where during the rainy season it often causes flooding, due to the large river discharge. This is inversely proportional to the dry season, the river flow has a very small discharge. One of the water resources modeling that can be applied to this problem is the optimization technique. The configuration of the water system is so complex, that in this Applied Final Project, the optimization technique found by Richard Bellman is applied
Optimization begins with analyzing data to obtain available debit, raw water needs, irrigation, and PLTMH. Optimization simulations are carried out using the optimization technique method invented by Richard Bellman to obtain optimum results with different initial planting times for the next one year for the Pidekso Reservoir operating pattern as a multipurpose reservoir..
The results of the analysis obtained are the calculation for 2020, the measurement of the largest available discharge value is 4,478 m3/s and the best discharge is 0,385 m3/s. Calculation of raw water needs, obtained a large value of raw water needs in daily conditions of 0,023 m3/s, at a maximum daily condition of 0,026 m3/s, at peak conditions of 0,040 m3/s. The calculation of the need for irrigation water, the largest discharge value is 6,169 m3/s and the highest discharge value is 0 m3/s. Calculating the need for PLTMH using a reliable 95% discharge of 1,152 m3/s, the electric power for PLTMH 1 is 58,707 kW and electrical energy is 5,144,273.9 kWh. Meanwhile, the electric power for PLTMH The optimization technique simulation prepared using the Richard Bellman method consists of 24 simulation models with different initial planting times based on months and periods, with constraints on water availability and reservoir storage capacity. The most optimal initial planting time for each need is in September Period II with the optimal solution, additional irrigation area for rice planting 1 1.852 ha, rice planting period 2 is 6.105 ha, and secondary crops planting period of 5.776 ha, and increased usage. PLTM with a reliable discharge of 95% of 6,911 m3/s.
