Abstract

Pelaksanaan proyek konstruksi memiliki banyak permasalahan yang berhubungan dengan manajemen konstruksi yang mempengaruhi efektifitas dan efisiensi dalam mobilisasi peralatan dan bahan pembangunan. Salah satu tantangannya adalah terkait penataan letak fasilitas yang berpotensi membuat pelaksanaan proyek konstruksi menjadi lebih optimal.
Proyek pembangunan Apartemen Westown View Surabaya ini memiliki lahan proyek yang tergolong luas sehingga letak antar site layout facilities berjauhan. Hal ini dapat dilihat dari beberapa titik supply pada site facillities ke titik demand pembangunan yang cukup jauh sehingga berdampak terhadap mobilisasi material. Penelitian ini menganalisis dan merencanakan penempatan site facilities yang paling ideal dalam penentuan site layout yang optimum, dengan mempertimbangkan segi Traveling Distance Pekerja, Traveling Distance Material dengan Tower Crane, dan Safety Index untuk mengoptimalkan site layout pada proyek tersebut.
Dari hasil perencanaan site layout terdapat 12 kombinasi alternatif skenario yang dapat digunakan untuk menentukan perhitungan parameter penentuan site layout optimum. Berdasarkan hasil perhitungan Travelling Distance Pekerja, Travelling Distance Material dengan Tower Crane dan Safety Index pada proyek pembangunan Apartemen Westown View Surabaya tidak ada alternatif yang memiliki ketiga kriteria dengan nilai minimum, maka perlu dilakukan pengambilan keputusan untuk memilih site layout yang akan digunakan. Dalam pengambilan keputusan untuk pemilihan site layout optimum menggunakan metode Analytical Hierarchy Process,
nilai paling minimum terdapat pada Alternatif 18 yaitu 0.08060. Dimana pada site layout alternatif 18 mengalami perubahan letak posisi terhadap site layout kondisi eksisting dengan penukaran antara site facilities stock alform dan bongkar muat material. Dan dari hasil penukaran tersebut didapatkan hasil perhitungan pada alternatif 18 yaitu Travelling Distance Pekerja sebesar 294242.746 m, Travelling Distance Material dengan Tower Crane sebesar 279688.46 m, dan Safety Index sebesar 690.7392.

Implementation of construction project have several problems related to construction management that affect the effectiveness and efficiency in the mobilization of equipment and construction materials. An adequate site layout planning is very important in construction optimization.
The Westown View Surabaya Apartment construction project has a sufficient workplace, therefore contractor has opportunity to set construction facilities in a wide-open place.The long distance among site facilities contribute to ineffectiveness at material mobilization. This study analyzed the most ideal site facilities placement by determine the optimum site layout in the terms of the Traveling Distance Worker, Traveling Distance Material with a Tower Crane and Safety Index.
There were 12 combinations of alternative scenarios that can be used to determine the optimum site layout. Based on calculations, there was none alternative which had a minimum value of Traveling Distance Worker, Traveling Distance Material with a Tower Crane, and Safety Index in all three criteria, therefore it was necessary to used decision making method to choose the most preferable site layout alternatives. Analytical Hierarchy Process showed Alternative 18 as the most optimum alternative which had minimum values 0.08060. Alternative 18 exchanged the location of alform stockyard and material unloading area. The results of the exchange showed that Alternative 18 had Traveling Distance Worker at 294242,746 m, Traveling Distance Material with Tower Crane at 279688.46 m, and Safety Index amounted to 690.7392.
