Abstract

Penelitian ini bertujuan untuk melakukan evaluasi tingkat kematangan Fungsi Shipping Procurement yang melaksanakan proses pengadaan barang dan jasa untuk kapal milik PT Pertamina (Persero) dengan menggunakan Procurement Maturity Model (PMM) yang dikembangkan oleh Stephen R. Guth. Evaluasi dilakukan pada 8 area pengukuran, yaitu: customers, organization, policy, process, staff, tools, value, dan vendor, serta 63 elemen pengukuran di dalamnya. Berdasarkan analisis data yang dilakukan dengan PMM, diketahui bahwa skor tingkat kematangan Fungsi Shipping Procurement berdasarkan praktik saat ini (current practice) adalah 2,56; dimana skor tersebut masuk dalam kategori Best in Class.
Dari 63 elemen pengukuran yang ada, diketahui terdapat 38 elemen pengukuran dengan rating skor dibawah 3 yang disebut existing gap, kemudian dilakukan gap analysis guna mengidentifikasi kesenjangan yang terjadi dalam proses pengadaan di Fungsi Shipping Procurement dengan membandingkan antara praktik pengadaan yang dilakukan saat ini (current practice) dan praktik terbaik (best practice). Tahap selanjutnya dilakukan seleksi pada 38 existing gap dengan metode Quality Function Deployment (QFD) hingga diperoleh 13 existing gap yang digunakan sebagai atribut dalam House of Quality (HOQ) dan diberikan respons teknis yang mewakili rekomendasi perbaikan.
Melalui analisis planning matrix, hubungan antara atribut dan respons teknis, serta technical matrix pada HOQ, didapatkan prioritas rekomendasi perbaikan sesuai urutan ranking nilai persentase prioritas terbesar, antara lain: membuat dokumentasi tujuan organisasi yang mengarah kepada praktik pengadaan sesuai best practice, berkoordinasi dengan top management untuk meminta dukungan penuh dalam proses pengadaan, dan menetapkan target penghematan biaya.

This research aims to evaluate the maturity level of the Shipping Procurement Function which carries out the process of goods and services procurement for PT Pertamina (Persero) vessel using the Procurement Maturity Model (PMM) developed by Stephen R. Guth. The evaluation was carried out in 8 measurement areas, namely: customers, organization, policy, process, staff, tools, value, and vendors, as well as the 63 measurement elements in it. Based on data analysis conducted using PMM, it is known that the score for the maturity level of the Shipping Procurement Function based on current practice is 2.56; where the score is in Best in Class category.
From the 63 existing measurement elements, it is known that there are 38 measurement elements with a score rating below 3 which is called the existing gap, then a gap analysis is carried out to identify gaps that occur in the procurement process in the Shipping Procurement Function by comparing current practice and best practice. The next stage is a selection of 38 existing gaps with the Quality Function Deployment (QFD) method to obtain 13 existing gaps which are used as attributes in the House of Quality (HOQ) and a technical response is given that represents recommendations for improvement.
Through the planning matrix analysis, the relationship between the attributes and technical responses, and the technical matrix on HOQ, priorities for improvement recommendations are obtained according to the ranking order of the highest priority percentage values, including: making documentation of organizational goals that lead to procurement practices according to best practices, coordinating with top management to request full support in the procurement process, and setting cost-saving targets.
