Abstract

Surabaya merupakan salah satu kota besar di Indonesia dimana memiliki penduduk mencapai 3 juta jiwa. Timbulan sampah yang dihasilkan mencapai 1.717,44 ton/hari di tahun 2017 dan menjadi terbesar di Jawa Timur. Sampah memberikan dampak negatif terhadap lingkungan dan membutuhkan biaya pengelolaan yang besar. Permasalahan yang dihadapi dalam pengelolaan sampah di Kota Surabaya adalah keterbatasan dana. Sedangkan besar biaya dan jumlah sampah yang dihasilkan terus meningkat. Di sisi lain, sampah dapat memberikan nilai ekonomis seperti kompos dari sampah, daur ulang produk, dll. Kota Surabaya pada tahun 2020 menganggarkan sekitar 246,2 miliar untuk pengelolaan sampah. Hal tersebut perlu diimbangi dengan peningkatan kinerja pengelolaan sampah sehingga diperlukan kebijakan yang dapat menjamin keberlanjutan ekonomi sistem pengelolaan sampah di Kota Surabaya. Metode system dynamic digunakan untuk mengatasi permasalahan kompleks dan dinamis yang terjadi di sistem pengelolaan sampah Kota Surabaya. Pada kondisi eksisting diperkirakan besar biaya pengelolaan sampah selama 16 tahun mencapai 2,21 triliun rupiah. Skenario yang dirancang meliputi skenario peningkatan cakupan area TPS, peningkatan kapasitas proses pengelolaan sampah di TPS 3R, dan kombinasi kedua skenario. Berdasarkan hasil analisis simulasi didapatkan skenario peningkatan cakupan area TPS dengan cara menambah jumlah TPS sebanyak 3 unit merupakan skenario terbaik untuk menjamin keberlanjutan ekonomi pengelolaan sampah. Skenario ini mengurangi besar biaya pengelolaan selama 16 tahun sebanyak Rp 528 miliar dimana dapat menghemat anggaran sekitar 22,975 miliar per tahun.

Surabaya is one of the big cities in Indonesia which has a population of 3 million people. Waste generated reached 1,717.44 tonnes / day in 2017 and is the largest in East Java. Garbage has a negative impact on the environment and requires large management costs. The problem faced in waste management in the city of Surabaya is limited funds, while the cost and the amount of waste generated continues to increase. On the other hand, waste can provide economic value such as compost from waste, product recycling, etc. The city of Surabaya in 2020 has budgeted around 246.2 billion for waste management. This needs to be balanced with an increase in waste management performance so that a policy is needed that can guarantee the economic sustainability of the waste management system in the City of Surabaya. The dynamic system method is used to solve the complex and dynamic problems that occur in the waste management system of Surabaya City. In the existing condition, it is estimated that the cost of waste management for 16 years will reach 2.21 trillion rupiah. The scenarios designed include scenarios for increasing the coverage of the TPS area, increasing the capacity of the waste management process at TPS 3R, and a combination of the two scenarios. Based on the results of the simulation analysis, it is found that the scenario of increasing the TPS area coverage by increasing the number of TPS by 3 units is the best scenario to ensure the economic sustainability of waste management. This scenario reduces the amount of management costs for 16 years by Rp 528 billion, which can save a budget of around 22.975 billion per year.
