Abstract

Mutu merupakan kemampuan suatu produk atau jasa untuk memenuhi kebutuhan pelanggan. Mutu juga diperhatikan berdasarkan standar-standar dalam sistem manajemen mutu yang berlaku. Sistem manajemen mutu merupakan kegiatan yang mengidentifikasi tujuan, proses, dan sumber daya yang ditekankan untuk mencapai mutu yang diinginkan. Setiap organisasi membutuhkan sistem manajemen mutu untuk mempertahankan mutu produknya. Hal ini juga berlaku bagi SPAM atau Sistem Penyediaan Air Minum yang merupakan sarana dan prasarana penyediaan air bersih. PJT II sebagai pengelola dan penyalur air kepada masyarakat membangun SPAM untuk memenuhi kebutuhan air di sekitar perusahaan. SPAM PJT II perlu melakukan sistem pengendalian dan penjaminan mutu pada setiap proses produksi air mulai dari pengambilan air baku hingga air bersih siap disalurkan kepada masyarakat. Saat ini, PJT II telah memiliki sertifikasi ISO 9001:2015 tentang Sistem Manajemen Mutu. Sertifikasi ini telah diaplikasikan pada berbagai produk PJT II seperti air baku, listrik, dan AMDK. Untuk air bersih, PJT II telah melakukan pengendalian mutu tanpa menggunakan panduan mutu sebagai dokumentasi sistem manajemen mutu produksi air bersih sehingga sistem berjalan tidak sesuai standar. Proses produksi air SPAM memiliki 8 tahapan yaitu persiapan, pengambilan air baku, koagulasi, flokulasi, sedimentasi, filtrasi, clear well, dan reservoir. Selanjutnya, pengendalian mutu pada produksi air di evaluasi dan dibandingkan relevansinya dengan persyaratan ISO 9001:2015 dan dari 7 poin persyaratan, terdapat 4 poin relevan dan 3 poin tidak relevan dengan ISO 9001:2015. Proses produksi dan hasil evaluasi pengendalian mutu menjadi bahan untuk merancang panduan mutu. Rancangan panduan mutu telah di validasi untuk menjadi usulan panduan yang dapat digunakan oleh PJT II. Penelitian ini berkontribusi dalam mengidentifikasi proses produksi air SPAM, evaluasi pengendalian mutu, dan merancang panduan mutu untuk proses produksi air SPAM yang dapat menjadi bahan evaluasi perusahaan dan bahan pelatihan karyawan SPAM.

Quality is the ability of a product or service to meet customer needs. Quality is also considered based on standards in the applicable quality management system. Quality management system is an activity that identifies objectives, processes, and emphasized resources to achieve the desired quality. Every organization needs a quality management system to maintain the quality of its products. This also applies to SPAM or Drinking Water Supply System, which are facilities and infrastructure for providing clean water. PJT II as the manager and distributor of water to the community builds SPAM to meet the water needs around the company. SPAM PJT II needs to carry out a quality control and assurance system in every water production process starting from taking raw water to clean water ready to be distributed to the community. Currently, PJT II has ISO 9001: 2015 certification on Quality Management Systems. This certification has been applied to various PJT II products such as raw water, electricity, and bottled water. For clean water, PJT II has carried out quality control without using quality manual as documenattion of the quality management system so the system runs not according to standards products produced and distributed by SPAM PJT II do not have a quality management system documentation. The SPAM water production process has 8 stages, namely preparation, raw water extraction, coagulation, flocculation, sedimentation, filtration, clear well, and reservoir. Furthermore, quality control in water production is evaluated and compared to its relevance with the requirements of ISO 9001: 2015 and from the 7 requirement points, 4 points are relevant and 3 points are not relevant to ISO 9001: 2015. The production process and the results of quality control evaluation become materials for designing quality manual. The draft quality manual has been validated to become a proposed guideline that can be used by PJT II. This research contributes in identifying the SPAM water production process, evaluating quality control, and designing quality guidelines for the SPAM water production process that can be used as company evaluation materials and employee training materials.
