Abstract

Pada tahun 2011, Revolusi Industri 4.0 mulai diberlakukan oleh seluruh sektor perindustrian di dunia. Namun saat ini, Indonesia hanya menempati urutan ke-70 di dunia terkait teknologi dan inovasi. Meninjau hal itu, pemerintah Indonesia meluncurkan peta jalan dengan tema “Making Indonesia 4.0” untuk meningkatkan sektor perindustrian, termasuk sektor kepelabuhanan. Karena pelabuhan yang berhasil menerapkan digitalisasi dan otomatisasi secara menyeluruh dapat mengurangi biaya operasional sekitar 25 – 55% serta meningkatkan angka produktivitas pelabuhan sekitar 10 – 35%. Penelitian ini bertujuan untuk mengetahui kesiapan pelabuhan utama di Indonesia dalam mengimplementasikan digitalisasi dan otomatisasi. Setelah mendalami berbagai literatur, penelitian ini mengangkat 2 kriteria, 7 sub kriteria dan 22 sub sub kriteria yang dijadikan indeks kesiapan pelabuhan. Kriteria-kriteria tersebut selanjutnya diolah menggunakan metode Analytical Hierarchy Process (AHP) dan Analytic Network Process (ANP) untuk mengetahui skala prioritas dari setiap kriteria. Dalam prosesnya pembobotan, peneliti memberikan kuesioner perbandingan kriteria kepada pihak akademisi dan pihak praktisi (PT. Pelindo). Kriteria yang menjadi prioritas utama adalah Digitalisasi Pelabuhan dengan bobot 0,083. Selain itu, peneliti juga memberikan kuesioner penilaian kesiapan pelabuhan dan didapatkan bahwa Pelabuhan Tanjung Perak memiliki nilai tertinggi (3,84 dari 5) dalam implementasi digitalisasi dan otomatisasi di pelabuhan. Berdasarkan hal tersebut, maka pelabuhan perlu meningkatkan dan memaksimalkan penggunaan digitalisasi untuk peralatannya dan otomatisasi untuk setiap proses bisnisnya.

In 2011, the Industrial Revolution 4.0 came into effect by all industrial sectors in the world. However, currently, Indonesia only ranks 70th in the world regarding technology and innovation. Because of this, the Indonesian government launched a road map with the theme "Making Indonesia 4.0" to improve the industrial sector, including the port sector. This is because ports that have successfully implemented digitalization and automation as a whole can reduce operating costs by around 25 - 55% and increase port productivity figures by around 10 - 35%. This study aims to determine the readiness of the main ports in Indonesia in implementing digitalization and automation. After exploring various kinds of literature, this study raised 2 criteria, 7 sub-criteria and 22 sub-criteria which are used as the port readiness index. These criteria are then processed using the Analytical Hierarchy Process (AHP) and Analytic Network Process (ANP) methods to determine the priority scale of each criterion. In the weighting process, the researcher gave a criteria comparison questionnaire to academics and practitioners (PT. Pelindo). The criterion that becomes the main priority is port digitization with a weight of 0.083. Besides, the researcher also provided a port readiness assessment questionnaire and it was found that Tanjung Perak Port had the highest score (3.84 out of 5) in the implementation of digitization and automation at the port. Based on this, the port needs to improve and maximize the use of digitization for its equipment and automation for each of its business processes.
