Abstract

Pelabuhan Tanjung Perak, Surabaya merupakan salah satu pelabuhan tersibuk yang dimiliki oleh Pelindo III. Banyaknya kawasan industri serta adanya galangan kapal terbesar di indonesia di Jawa Timur mendorong pertumbuhan ekonomi dan pengiriman barang melalui jalur laut menjadi berkembang. Kurang lebih 14.178 arus kunjungan kapal di tahun 2019 yang keluar masuk Pelabuhan Tanjung Perak. Hal ini membuat penyedia jasa layanan tunda harus selalu siap dalam memberikan pelayanan optimal bagi pengguna jasanya. Kapal tunda memiliki peran penting untuk mempercepat proses olah gerak kapal serta meminimalkan terjadinya antrian waktu tunggu kapal di dalam Pelabuhan. Tujuan dari penelitian ini didapatkan jumlah optimum armada tunda sebanyak 12 unit dengan komposisi 6 TB 2100 HP, dan 6 TB 3000 HP. Metode simulasi dengan bantuan software Arena digunakan untuk mengetahui pola distribusi kedatangan kapal yang telah digolongkan berdasarkan panjang kapal sesuai dengan Peraturan PM No 57 Tahun 2015 tentang Pemanduan dan Penundaan Kapal. Dari hasil simulasi, dapat dilihat lamanya waktu antrian dalam proses pemanduan dan penundaan kapal. Sedangkan, daya mesin yang terpilih berdasarkan dari metode optimasi untuk mendapatkan total biaya yang minimum dengan memperhatikan batasan minimal daya mesin kapal tunda untuk setiap golongan panjang kapal. Total biaya dari daya optimum didapatkan sebesar Rp 168,963,458,893 per tahun dengan biaya opportunity sebesar Rp 23,475,489,341. Dengan begitu Pelabuhan dapat meminimalkan biaya pengeluaran operasional kapal tunda sebesar 18% untuk lebih efektif dan efisien. Kemudian prosentase kapal yang dilayani sebesar 95,7%.

Tanjung Perak Port, Surabaya is one of the busiest ports owned by Pelindo III. The number of industrial estates and the existence of the largest shipyard in Indonesia in East Java encourage economic growth and the shipping of goods by sea is developing. Approximately 14,178 ship visits in 2019 that came in and out of Tanjung Perak Port. This makes delayed service providers must always be ready to provide optimal service for their service users. Tugboats have an important role to play in accelerating the process of moving ships and minimizing queues for ship waiting times in the port. The purpose of this study show that the optimum number of tug fleets is 14 units with a composition of 6 TB 2100 HP, and 6 TB 3000 HP. The simulation method with Arena software is used to determine the distribution pattern of ship arrivals which have been classified based on the length of the ship according to Regulation PM No.57 of 2015 concerning Ship Guidance and Delay. From the simulation results, it can be seen the length of queue time in the process of guiding and delaying the ship. Meanwhile, the selected engine power is based on the optimization method to obtain a minimum total cost by taking into account the minimum limit of tug boat engine power for each class of ship length. The total cost of the optimum power is Rp. 168,963,458,893 per year with the opportunity cost of Rp. 23,475,489,341. In this way, the port can minimize the tugboat operational expenses by 18% to be more effective and efficient. Then the percentage of ships served is 95.7%
