Abstract

Suroboyo Bus merupakan transportasi umum milik Kota Surabaya untuk menarik minat warga agar kembali menggunakan transportasi umum serta mengurangi penggunaan kendaraan bermotor. Akan tetapi sejak diresmikan pada April 2018, Suroboyo Bus masih dalam pengelolaan Dinas Perhubungan Kota Surabaya. Hal tersebut menyebabkan seluruh aktivitas operasional maupun non-operasional masih dalam tanggung jawab Dinas Perhubungan Kota Surabaya. Oleh karena itu Dinas Perhubungan Kota Surabaya membentuk Suroboyo Bus menjadi Badan Layanan Umum Daerah (BLUD). Dari pembentukan BLUD yang dilakukan diharapkan dapat meningkatkan kualitas layanan yang diberikan Suroboyo Bus kepada para pengguna.
Dalam penelitian ini akan berfokus pada rekomendasi peningkatan layanan yang bisa dilakukan Suroboyo Bus serta dampaknya kepada Suroboyo Bus. Rekomendasi peningkatan layanan yang diberikan adalah pengurangan waktu headway, pengadaan feeder menggunakan bemo dan penerapan sistem pembayaran menggunakan botol dan tarif menyesuaikan willingness to pay dari forecasting yang telah dilakukan. Dari penelitian yang dilakukan didapatkan hasil untuk pengurangan headway yang dilakukan didapatkan headway rute Utara – Selatan menjadi 13.78 menit, rute Timur – Barat menjadi 32.4 menit dan rute MERR menjadi 55 menit. Kemudian untuk pengadaan feeder didapatkan bemo trayek P yang dapat melayani setidaknya 1 halte di setiap rute Suroboyo Bus. Sedangkan untuk sistem pembayaran yang diterapkan didapatkan hasil penurunan penggunaan APBD hingga 64.84% pada kondisi pandemi dan 40.11% pada kondisi normal.
Dari rekomendasi skenario yang dibuat, akan dilakukan perbandingan terhadap Bus Transjakarta dan Bus Trans Semarang. Didapatkan hasil bahwa dari segi keuangan Suroboyo Bus lebih baik dari Bus Transjakarta dan Bus Trans Semarang sementara untuk headway dan feeder Suroboyo Bus masih tidak lebih baik dari Bus Transjakarta dan Bus Trans Semarang.

Suroboyo Bus is a public transportation owned by the City of Surabaya to attract residents to return to using public transportation and reduce the use of motorized vehicles. However, since it was inaugurated in April 2018, Suroboyo Bus is still under the management of the Surabaya City Transportation Service. This causes all operational and non-operational activities are still under the responsibility of the Surabaya City Transportation Service. Therefore, the Surabaya City Transportation Service formed Suroboyo Bus to become a Regional Public Service Agency (BLUD). From the formation of the BLUD, it is hoped that it can improve the quality of services provided by Suroboyo Bus to users.
This research will focus on recommendations for service improvement that can be done by Suroboyo Bus and its impact on Suroboyo Bus. Recommendations for improving the services provided are reducing headway time, procuring feeders using bemo and implementing a payment system using bottles and tariffs according to willingness to pay from the forecasting that has been done. From the research conducted, it was found that for the headway reduction carried out, the headway for the North - South route became 13.78 minutes, the East - West route became 32.4 minutes and the MERR route became 55 minutes. Then for the procurement of feeders, bemo route P is obtained which can serve at least 1 bus stop on each Suroboyo Bus route. As for the payment system implemented, the results showed a decrease in the use of APBD up to 64.84% in pandemic conditions and 40.11% in normal conditions.
From the scenario recommendations made, a comparison will be made of the Transjakarta Bus and the Trans Semarang Bus. It was found that from a financial point of view, Suroboyo Bus is better than Transjakarta Bus and Trans Semarang Bus, while for headway and feeder Suroboyo Bus is still not better than Transjakarta Bus and Trans Semarang Bus.
