Abstract

Budaya keselamatan kerja adalah sikap, tingkah laku, sistem dan suasana organisasi di mana keselamatan dan kesehatan menjadi prioritas nomor satu, dengan mengacu pada dedikasi personil dan tanggung jawab semua individu yang terlibat dalam kegiatan yang berkaitan dengan keselamatan. Keberhasilan implementasi budaya keselamatan diantaranya ditandai dengan rendahnya angka kecelakaan kerja. Terdapat 1.407 perusahan skala besar dan sedang di Kabupaten Gresik. Perusahaan yang berhasil lolos dan mendapatkan penghargaan Zero Accident Award 2020 dari Gubernur Jawa Timur hanya sejumlah 4,68 %. Berbagai macam tantangan dihadapi perusahaan dalam mencapai target Zero Accident salah satunya adalah terjadinya kecelakaan kerja yang umumnya disebabkan karena faktor human error. Tujuan penelitian ini adalah untuk menganalisa pengaruh kompetensi dan komitmen pekerja terhadap peluang kesuksesan implementasi budaya keselamatan kerja pada perusahaan manufaktur di Kabupaten Gresik, khususnya perusahaan yang berhasil lolos dan mendapatkan penghargaan Zero Accident Award 2020. Survey dilakukan pada 7 perusahan manufaktur. Dengan menggunakan metode Analisis Regresi Logistik Ordinal, hasil penelitian menunjukkan secara parsial variabel Kompetensi K3 Pekerja berpengaruh positif signifikan dan Komitmen Pekerja terhadap K3 tidak berpengaruh signifikan, sedangkan secara bersama-sama berpengaruh positif signifikan sebesar 12,8% terhadap kesuksesan implementasi budaya keselamatan kerja.

Safety culture is the attitude, behavior, system and organizational atmosphere in which safety and health are the number one priority, with reference to the dedication of personnel and the responsibilities of all individuals involved in activities related to safety. The successful implementation of a safety culture is marked by a low number of work accidents. There are 1,407 large and medium scale companies in Gresik Regency. Only 4.68% of the companies that have successfully passed and received the Zero Accident Award 2020 from the Governor of East Java. Various kinds of challenges faced by the company in achieving the Zero Accident target, one of which is the occurrence of occupational accidents which are generally caused by human error. The purpose of this study was to analyze the effect of influence of workers' competence and commitment to the implementation of safety culture in manufacturing companies in Gresik Regency, especially companies that successfully passed and received the Zero Accident Award 2020th. The survey was conducted on 7 manufacturing companies. By using the Ordinal Logistics Regression Analysis method, the results of the study showed that partially the occupational safety competency variable had a significant positive effect and Worker Commitment to safety had no significant effect, while jointly it has a significant positive effect of 12.8% on the successfully of the implementation of work safety culture.
