Abstract

Angkutan Perintis memiliki peranan penting untuk menghubungkan pulau pulau di Indonesia terutama pada daerah 3TP, dimana Angkutan Perintis menjadi kapal Feeder dari angkutan tol laut dan angkutan penumpang pelni yang harus dijaga pelayanan kehandalan salah satunya adalah ketepatan penjadwalan. Tujuan dari tugas akhir ini adalah membuat sebuah model sinkronisasi penjadwalan kapal dengan mempertimbangkan kedatangan kapal utama (angkutan tol laut dan angkutan penumpang) dengan kapal feeder (angkutan perintis) yang dapat mengetahui dampak secara finansial bagi pengguna layanan (penumpang dan barang) serta operator kapal. Metode simulasi berbasis agen digunakan dalam penelitian untuk mendapatkan jadwal kedatangan dan keberangkatan kapal dengan menggunakan Software Anylogic 8.7.4 (Personal Learning Edition) yang nantinya digunakan untuk analisis jumlah kedatangan kapal di hari yang sama, operasional kapal dan dampak finansial. Berdasarkan kondisi eksisting diperoleh 5 kali kapal sinkron di pelabuhan saumlaki dengan rata rata waktu tunggu kapal utama selama 34 jam dan kapal perintis selama 31 jam serta 15 kali kapal sinkron di pelabuhan ambon dengan rata rata waktu tunggu kapal utama dan kapal perintis selama 42 jam. Hasil sinkronisasi kapal berubah ketika waktu keberangkatan kapal perintis pada skenario 2 menjadi tanggal 1 Januari 2019 1:00 dan penyesuaian RTD sesuai dengan target SK pada skenario 3 sehingga diperoleh selisih biaya akibat menunggu kapal antara skenario 2 dengan kondisi eksisting sebesar 24,49 Jt-Rp, skenario 3 sebesar 24,33 Jt-Rp serta selisih pendapatan hilang skenario 2 sebesar 118,17 Jt-Rp dan skenario 2 sebesar 101.70 Jt-Rp sedangkan selisih profit kapal dengan kondisi eksisting sebesar 6.779 Jt-Rp pada skenario 2 dan 5.562 Jt-Rp pada skenario 3

Pioneer Vessel has an important role to connect the island in Indonesia, especially in the 3TP area, Pioneer Vessel becomes a Feeder ship from Sea Toll and Pelni Passenger Ship that must be maintained reliability services, one of which is scheduling accuracy. The aim of this final project is to create a model of synchronization of ship scheduling that consider to the arrival of the main ship (sea toll and pelni passenger ship) with feeder vessel (pioneer vessel) that can determine the impact financially for users (passengers and shipper) and ship operators. Agent-based simulation methods are used in this final project to obtain scheduled arrivals and departures of ships using Anylogic Software 8.7.4 (Personal Learning Edition) which will be used for analysis of the number of ship arrivals on the same day, ship operations and financial impact. Based on existing conditions obtained 5 times synchronous ships in the port of Saumlaki with an average waiting time of the main ship for 34 hours and the average waiting time of the pioneer ship for 31 hours and 15 times the ship in sync in ambon port with the average waiting time of the main ship and the pioneer ship for 42 hours. Agent-based simulation methods are used in research to obtain arrivals and departures of ships schedule using Anylogic Software 8.7.4 (Personal Learning Edition) which will be used for analysis of the number of ship arrivals on the same day, ship operations and financial impact. Based on existing conditions, there are 5 times synchronous ships in the port of Saumlaki with an average waiting time of the main ship for 34 hours and the pioneer ship for 31 hours, 15 times synchronous in ambon port with the average waiting time of the main ship and the pioneer ship for 42 hours. The ship synchronization results may change when the departure time of the pioneer ship in scenario 2 changes to January 1, 2019 at 13:00 and the pioneer ship RTD complies with government regulations in scenario 3. so that the difference in cost due to waiting for the ship between scenario 2 and existing conditions is 24.49 Jt-Rp, scenario 3 is 24.33 Jt-Rp and the opportunity loss of scenario 2 is 118.17 Jt-Rp and scenario 3 is 101.70 Jt-Rp, while the difference in ship profit with existing conditions is 6,779 Jt-Rp for scenario 2 and 5,562 Jt-Rp for scenario 3
