Abstract

Keselamatan dan Kesehatan Kerja (K3) bukan hanya kebutuhan industri semata, namun K3 juga dibutuhkan oleh Perguruan Tinggi, terutama saat melakukan sebuah praktik pembelajaran. ITS merupakan salah satu Perguruan Tinggi Negeri Indonesia yang terletak di kota Surabaya, ITS telah memperkejakan sebanyak 1099 Tenaga Kependidikan dan 1040 Dosen. Oleh karena itu untuk melindungi para pekerjanya dari kecelakaan kerja, diperlukan sebuah peningkatan pada budaya keselamatan sebagai salah satu aspek untuk mencegah terjadinya kecelakaan kerja. Penelitian ini ditujukan untuk mengukur dan mengevaluasi safety culture maturit level yang ada pada Perguruan Tinggi Negeri ITS menggunakan paradigma Safety-II. Kemudian, berdasarkan nilai safety culture maturity yang diperoleh tersebut dilakukan penyusunan rekomendasi penguatan budaya K3. Pengukuran safety culture maturity level dilakukan dengan penyebaran kuesioner berdasarkan safety model canvas. Hasil pengukuran menunjukkan bahwa nilai safety culture maturity level pada ITS ialah sebesar 2,99 yang berada pada level reactive. Setelah itu, dilakukan identifikasi permasalahaan menggunakan Pareto Analysis dan Root Cause Analysis, didapatkan tiga permasalahan utama safety culture maturity level ITS. Berdasarkan permasalahan tersebut, rekomendasi perbaikan yang disusun untuk meningkatkan safety culture meliputi Safety Patrol, Safety Talk, MYITSSafety, Evaluasi Bulanan K3, Sistem Reward and Punishment dan Pelatihan Softskill dan Hardskill mengenai K3.

Occupational Safety and Health (OHS) is not only a need for industry, but K3 is also needed by universites, especially on study activities. Sepuluh Nopember Instutute of Technology (ITS) is one of the Indonesian State Universities located at Surabaya. ITS has employed 1099 Education Personel and 1040 Lecturers. Therefore, to protect workers from work accidents, an improvement is needed in the safety culture to avoid work accidents. The purposes of this study is to measure and evaluate the safety culture maturity level in ITS using the Safety-II paradigm. Then, based on the result of safety culture, this study provide recommendations for the improvements. Safety culture maturity level measurements were conducted using questionnaires based on Safety Model Canvas and Safety-II paradigm. The measurement results showed that ITS’S safety culture maturity level was 2.99 which was at the reactive level. After that, identification of problems using Pareto Analysis and Root Cause Analysis obtained three main problems of ITS’s safety culture maturity level. Based on these issues, the recommendations for the safety culture’s improvement are Safety Patrol, Safety Talk, MYITSSafety, OHS Monthly Evaluation, Reward and Punishment, and OSH Softskill and Hardskill training.
