Abstract

Kota Kendari merupakan salah satu daerah yang sedang melakukan peningkatan kualitas sanitasi. Terlihat dengan penyusunan Strategi Sanitasi Kota (SSK) tahun 2019, dimana salah satu kegiatan yang diprogramkan adalah prioritas penanganan pengolahan air limbah domestik. Pengolahan air limbah domestik setempat dengan Instalasi Pengolahan Lumpur Tinja (IPLT) Puulongida Kota Kendari berkapasitas 80 m3/hari. Namun, volume lumpur tinja yang diolah rata-rata dilapangan 14 m3/hari. Sehingga, 83% dari IPLT Puloongida mengalami idle capacity. Kondisi ini salah satunya dipengaruhi oleh minimnya lumpur tinja yang masuk ke IPLT. Hal ini berkaitan dengan Seluruh pelanggan didominasi oleh ASN sehingga pelayanan belum menyuluruh. Sehingga, tujuan dari penelitian ini adalah untuk mengkaji evaluasi kondisi IPLT yang idle capacity dari Aspek Teknis, aspek Kelembagaan, Aspek Finansial, Aspek Sosialnya dalam melaksanakan LLTT.
Penelitian ini menggunakan data primer dari hasil observasi, wawancara dengan pihak terkait, wawancara kepada 80 responden sebagai pelanggan, serta data sekunder diperoleh dari instansi terkait. Metode yang digunakan dalam analisis aspek teknis adalah dengan menghitung kebutuhan sarana pengangkutan berdasarkan banyaknya pelanggan LLTT. Aspek kelembagaan dengan melakukan perhitungan analisa beban kerja dan mengetahui evaluasi pelaksanaan LLTT. Aspek Finansial dengan mengkaji jumlah pendapatan dibandingkan dengan biaya oerasional. Aspek sosial dengan melakukan wawancara langsung untuk mengukur evaluasi penerapan LLTT kepada pelanggan.
Evaluasi penerapan LLTT dari Aspek Teknis yakni Dengan kapasitas terpasangnya 80 m3/hari dan yang terpakai hanya 14 m3/hari ini membuat kondisi IPLT Kota Kendari pada tahun 2021 mengalami idle capacity sebesar 83%. Persen pelayanan selama LLTT berlangsung hanya 5,4% dari 36.984 tangki septik yang layak di Kota Kendari yang dapat dilayani. Evaluasi penerapan LLTT dari Aspek Kelembagaan yakni sudah terdapat Regulasi tentang pengelolaan air limbah domestik dan dikelola oleh UPTD SPALD Kota Kendari berdasarkan Peraturan Walikota No.46 Tahun 2018. Evaluasi dari Aspek Finansial, dengan retribusi sebesar Rp. 200.000.-/Tahun pelanggan hanya bertahan hingga Tahun keenam dan selanjutnya dan solusinya setiap tahunnya harus melakukan penambahan pelanggan sehingga pendapatan (benefit) tiap tahun bertambah dan dapat menutupi nilai NPV <0 dan evaluasi dari aspek sosial, berdasarkan wawancara ialah 50% responden menjawab tentang edukasi sanitasi diawal selanjutnya 30% menjawab Sebaiknya segera memperluas pelayanan karena dampaknya sangat bagus, dan terakhir sebanyak 20 % menjawab Sebaiknya lebih di branding lagi kegiatan LLTT dan keberadaan IPLT di Kota Kendari

Kendari City is one area that is currently improving the quality of sanitation. The strengt of local government commitments can be seen in the preparation of the City Sanitation Strategy (SSK) in 2019, where one of the programmed activities is the priority of handling domestic wastewater treatment in Kendari City. domestic wastewater treatment using the Puulongida Sludge Treatment Plant (IPLT Puulongida) Kendari City with a capacity of 80 m3/day. However, in reality, the volume of sewage treated is an average of 14 m3/day. So, that 83% of the Puulongida Sludge Treatment Plant have idle capacity. One of these conditions is influenced by the lack of fecal sludge entering the IPLT. This is related to all customers being dominated by ASN. that services do not cover the entire Kendari City area. So, the purpose of this research is to examine the evaluation of the idle capacity of IPLT conditions from technical aspects, institutional aspects, financial aspects and social aspects in implementing LLTT.
This research requires primary data from observations, interviews with related parties, interviews with 80 respondents as customers, and secondary data obtained from related institution. The method used in the analysis of technical aspects is to calculate the need for transportation facilities, the drain period is based on the number of LLTT customers, for institutional aspect analysis by calculating workload analysis and knowing the evaluation of the implementation of LLTT. Financial analysis by assessing the amount of income compared to operational / maintenance costs and social analysis by conducting direct interviews to measure the evaluation of the implementation of LLTT to customers
Evaluation of the LLTT implementation from the technical aspect, with an installed capacity of 80 m3/day and only 14 m3/day being used, the condition of Kendari City's IPLT in 2021 has an idle capacity of 83%. Percentage of service during the LLTT only 5.4% of the 36,984 proper septic tanks in Kendari City that can be served. Evaluation of the implementation of LLTT from the Institutional Aspect, that there is already a regulation on domestic wastewater management and is managed by UPTD SPALD Kendari City based on Mayor Regulation No. 46 of 2018. Evaluation from the Financial Aspect, with a retribution of Rp. 200.000.-/Year the customer only lasts until the sixth year and then changes the customer levy every sixth years and n every year have to add customers so that the income (benefits) every year increases and can cover the NPV value <0 and evaluation from the social aspect, based on interviews 50% of respondents answered about sanitation education at the beginning then 30% answered Better immediately expand services not only ASN because the impact is very good, and lastly as many as 20% answered It is better to brand more LLTT activities and the existence of IPLT in Kendari City.
