Abstract

Dalam rangka meningkatkan kinerja pelayanan publik,
DISPENDUKCAPIL Surabaya yang juga dikenal sebagai Kantor Administrasi
Kependudukan dan Pencatatan Sipil Kota (COPACR), mengembangkan proses
bisnisnya dengan menerapkan digitalisasi terhadap sistemnya, seperti
komputerisasi, integrasi sistem, dan pengenalan sistem platform online. Digitalisasi
menawarkan kinerja yang lebih baik, dari waktu, kualitas, dan dampak lingkungan
dalam organisasi. Namun, pelayanan publik juga perlu mempertimbangkan
perilaku pelanggan yang dapat mempengaruhi kinerja pelayanan secara
keseluruhan. Studi ini mengidentifikasi bahwa tidak semua pelanggan dapat
memanfaatkan digitalisasi, hanya hingga 65% pelamar dapat memanfaatkan
platform online. Dengan menggunakan framework LCA, penelitian ini mencoba
mengidentifikasi dan menilai evolusi sistem yang sangat terkait dengan digitalisasi
dari perspektif dampak lingkungan. Yang kemudian, studi ini mampu
mengidentifikasi trade-off dalam implementasi digitalisasi dan bagaimana perilaku
pemohon, seperti preferensi platform dan perilaku penyerahan, mempengaruhi
dampak lingkungan. Trade-off yang diidentifikasi dalam studi ini adalah bahwa
digitalisasi menawarkan dampak lingkungan yang lebih rendah dari transportasi
dan pemanfaatan kertas tetapi juga menawarkan dampak lingkungan yang lebih
tinggi dari konsumsi listrik untuk mengakomodasi fasilitas digitalisasi. Selain itu,
preferensi platform pelamar juga akan mempengaruhi total dampak lingkungan
karena pelamar online memiliki lebih sedikit aktivitas transportasi dan penggunaan
kertas. Di sisi lain, perilaku pengajuan pelamar akan mempengaruhi dampak
lingkungan dari kegiatan pengajuan sebagai pengganda dampak lingkungan, di
mana lebih banyak pelamar pemula akan menghasilkan dampak lingkungan yang
lebih rendah

In order to improve the public service performance, DISPENDUKCAPIL Surabaya, also known as City Office for Population Administration and Civil Registration (COPACR), evolves its business process by implementing digitalization toward its systems, such as computerization, system integration, and the introduction of an online platform. Digitalization offers better performance, from time, quality, and the environmental impact within the organization. However, public services also need to consider the customer behaviours which could affect the whole service performance. This study identifies that not all customers can utilize digitalization i.e., only up to 65% of applicants can utilize the online platform. By using the LCA framework, this study tries to identify and assess the system evolution, which is highly related to digitalization, from the environmental impact perspective. Which then, this study is able to identify the trade-off in digitalization implementation and how the applicant’s behaviour, such as platform preference and submission behaviour, affects environmental impact generation. The trade-off that is identified in this study is that digitalization offers lower environmental impact from transportation and paper utilization but also offers higher environmental impact from the electricity consumption to accommodate the digitalization facilities. Furthermore, the applicants’ platform preference will also affect the total environmental impact since online applicants have fewer transportation activities and paper utilization. On the other hand, the applicants’ submission behaviour will affect the environmental impact from the submission activities as the environmental impact multiplier, where more first-timer applicants will generate the lower environmental impact.
