Abstract
Perkembangan pembangunan infrastruktur yang semakin pesat di Indonesia tentunya tidak lepas dari risiko kecelakaan kerja pada sektor konstruksi. Angka kecelakaan kerja dan kematian akibat kerja di Indonesia yang masih tinggi dapat diantisipasi dengan upaya pencegahan risiko kecelakaan kerja. Proyek pembangunan Bandara Dhoho Kediri merupakan salah satu proyek konstruksi yang memiliki risiko kecelakaan kerja yang cukup tinggi. Tugas Akhir ini bertujuan untuk menganalisis risiko kecelakaan kerja pada proyek pembangunan Bandara Dhoho Kediri khususnya pada pekerjaan jalan akses bandara dan gedung terminal. Pada penelitian ini dilakukan identifikasi risiko K3, penilaian risiko K3 serta bagaimana tindakan pengendaliannya pada proyek pembangunan Bandara Dhoho Kediri. Metode yang digunakan untuk identifikasi dan penilaian risiko adalah metode Hazard Identification, Risk Assessment and Risk Control (HIRARC). Dalam penerapan HIRARC ada 3 tahapan, yaitu tahap identifikasi bahaya (hazard identification), tahap penilaian risiko (risk assessment), dan tahap pengendalian risiko (risk control). Penilaian risiko melibatkan perhitungan antara kemungkinan terjadinya risiko (likelihood) dan tingkat keparahan dari risiko tersebut (severity) untuk mendapatkan nilai risiko. Hasil penelitian ini memperoleh sebanyak 2 risiko prioritas dengan kategori sedang bernilai maksimum pada pekerjaan jalan akses bandara yaitu pekerja tertimpa alat saat loading atau unloading pada pekerjaan mobilisasi alat dan pekerja tertimpa material dan mengalami dislokasi atau patah tulang pada pekerjaan tanah atau galian. Adapun pada pekerjaan gedung terminal bandara diperoleh sebanyak 1 risiko prioritas dengan kategori tinggi yaitu pekerja terjatuh dari ketinggian pada pekerjaan pemasangan rangka dan penutup atap baja. Usulan mitigasi untuk risiko prioritas pada pekerjaan jalan antara lain operator alat harus memiliki Surat Izin Operator (SIO) dan lisensi K3 teknisi, perlu adanya SOP pengoperasian, perawatan, dan pemeriksaan alat berat dan alat pengangkut material serta safety induction, Penggunaan APD lengkap, dan pemasangan rambu-rambu K3 dan pembatas area kerja. Usulan mitigasi untuk risiko prioritas pada pekerjaan gedung terminal antara lain penggunaan sabuk tubuh (full body harness), perlu adanya SOP bekerja di ketinggian dan safety induction, pemasangan pembatas daerah kerja, dan persiapan alat pelindung jatuh.

The rapid development of infrastructure in Indonesia certainly cannot be separated from the risk of work accidents in the construction sector. The high number of work accidents and deaths due to work in Indonesia can be anticipated with efforts to prevent the risk of work accidents. Dhoho Kediri Airport construction project is one of the construction projects that has a high risk of work accidents. This Final Project aims to analyze the risk of work accidents in Dhoho Kediri Airport construction project, especially in the work of airport access road and passenger terminal buildin. In this study, Dhoho Kediri Airport construction project occupational health and safety risk identification, risk assessment, and risk control will be carried out. The method used for risk identification and assessment is Hazard Identification, Risk Assessment and Risk Control (HIRARC) method. In the application of HIRARC there are 3 stages, namely the hazard identification stage, the risk assessment stage, and the risk control stage. Risk assessment involves calculating between the likelihood of occurrence of a risk and the severity of the risk to obtain a risk value. The results of this study obtained 2 priority risks with maximum value of medium category on airport access road work, namely workers crushed by tools when loading or unloading on tool mobilization work and workers crushed by material and experiencing dislocations or fractures in earthworks or excavations. As for work of the airport terminal building, 1 priority risk was obtained with a high category, namely workers falling from a height on the installation of steel roof frames and coverings. Mitigation suggestions for priority risks in road works include heavy equipment operators must have an operator license and technician license, SOP for operating, maintaining, and inspecting heavy equipment and material transportation equipment and safety induction required, complete PPE required, and the installation of OHS signs and work area barriers. Mitigation suggestions for priority risk in terminal building work include utilization of full body harness, SOP for working at height and safety induction required, installation of work area barriers, and preparation of fall protective equipment.
