Abstract

Kawasan Jalan K.H Ali Mas’ud Sidoarjo mengalami perkembangan ekonomi dengan pesat. Hal ini ditunjukkan dengan banyaknya pengembangan pusat perbelanjaan, ruko, perumahan, dan hotel. Dalam upaya meningkatkan pertumbuhan ekonomi, perlu diimbangi dengan ketersediaan lahan yang dimanfaatkan secara optimal. Lahan kosong seluas 4.154 m2 di Jalan K.H Ali Mas’ud perlu diupayakan untuk memperoleh pengembangan tertinggi dan terbaiknya. Analisis Highest and Best Use (HBU) dilakukan pada lahan kosong di Jalan K.H Ali Mas’ud guna memperoleh penggunaan tertinggi dan terbaik lahan. Dilakukan analisis terhadap empat aspek yang mencakup aspek legal, aspek fisik, aspek finansial, dan produktivitas maksimum. Analisis aspek legal dilakukan guna mengetahui apakah alternatif diijinkan untuk dikembangkan secara sah, yang meliputi analisis terhadap zoning dan analisis terhadap building code. Analisis aspek fisik dilakukan guna mengetahui apakah alternatif memungkinkan secara fisik untuk didirikan di suatu lahan yang meliputi analisis terhadap dimensi, akesesibilitas, dan utilitas lahan. Analisis aspek finansial dilakukan guna mengetahui apakah alternatif dapat memberikan keuntungan, dengan menganalisis biaya investasi, pendapatan, pengeluaran, serta kelayakan finansialnya. Analisis produktivitas maksimum dilakukan guna mengetahui alternatif pengembangan tertinggi dan terbaik di lahan terkait. Alternatif yang mampu memberikan kenaikan nilai lahan tertinggi, dapat ditentukan sebagai alternatif pengembangan tertinggi dan terbaik. Berdasarkan hasil penelitian ini, diperoleh tiga alternatif properti pengembangan lahan yaitu, pertokoan, hotel, dan perkantoran. Dari tiga alternatif properti tersebut, hanya dua properti yang dapat memenuhi aspek legal, aspek fisik, dan aspek finansial sehingga layak untuk dikembangkan, yaitu properti pertokoan dan hotel. Alternatif properti pertokoan merupakan alternatif dengan produktivitas maksimum karena memberikan peningkatan nilai lahan sebesar 384% dari nilai lahan awal.

K.H Ali Mas’ud street area is having a rapid economic growth. This is shown by the many developments of shopping centers, shop houses, housing, and hotels. In an effort to increase economic growth, it needs to be balanced with the availability of land that must be used optimally. Vacant land on Jalan K.H Ali Mas’ud needs to strived for to obtain the highest and best development. Highest and Best Use Analysis (HBU) is used to obtain the best use of vacant land on Jalan K.H Ali Mas’ud. This analysis will involve four aspects, such as physical aspect, legal aspect, financial aspect, and maximum productivity aspect. Analysis on legal aspect is needed to find out whether alternatives are legally permissible, which include analysis on zoning and building code. Analysis on physical aspect is needed to find out whether alternatives are physically possible, which involve analysis on land dimension, accesibility and utility. Analysis on financial aspect is needed to find out whether alternatives are financially feasible, by analysing investment cost, income, expenses, and financial feasibility. Analysis on maximum productivity aspect is needed to find out whether alternatives provide maximum productivity. Alternative that able to provide the highest increase in land value can be determined as the highest and best development alternative. Based on the results of this study, there are three alternative land development properties, which are retail store, hotel, and offices. Of the three alternative, only two properties can fulfill the legal, physical and financial aspects so that they are feasible to be developed, which are retail store and hotel properties. The retail store property alternative is the alternative with maximum productivity because it provides a 384% increase in land value from the initial land value.
