Abstract

Institut Teknologi Sepuluh Nopember (ITS) merupakan salah satu dari 3.115 perguruan tinggi yang berada di bawah Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi. Dalam rencana strategis ITS 2021-2025, terdapat tiga tujuan strategis yang terdiri atas Transformasi Organisasi, Prestasi Unggul dan Kontribusi Nasional, dan Reputable World Class University. Untuk mencapai tujuan-tujuan tersebut, ITS perlu memiliki pondasi yang kuat, salah satunya dari aspek sumber daya manusianya. Dalam menyelenggarakan dan mengelola bidang sumber daya manusia, ITS memiliki referensi peraturan dan kebijakan berupa Peraturan Rektor ITS No. 2 Tahun 2017 tentang Kepegawaian, yang menekankan pentingnya aspek kompetensi. Namun, saat ini belum terdapat pedoman pengelolaan berbasis kompetensi yang mendukung implementasi peraturan tersebut. Pada struktur organisasi ITS, Biro Keuangan memegang fungsi pendukung dalam bidang pengelolaan keuangan yang menjadi kunci dalam mencapai gerakan transformasi finansial. Oleh karena itu, penelitian ini berfokus dalam pengembangan kamus kompetensi teknis, terutama dalam disiplin keuangan yang memainkan banyak peran penting dalam operasional. Proses penyusunan kamus kompetensi dimulai dengan pendefinisian ulang rincian tugas agar lebih spesifik dan mendukung penggunaan Competency Menu Method secara lebih komprehensif. Competency Menu Method pada penelitian ini mengacu pada rincian tugas, Key Performance Indicator (KPI), dan standar lain yang relevan. Melalui pemetaan kompetensi dihasilkan 4 ragam dan 11 unit kompetensi yang akan digunakan dalam penyusunan Kamus Kompetensi dengan mengadopsi 5 level performance criteria dari Bloom’s Taxonomy. Validasi dalam penelitian ini dilakukan melalui metode Expert Panel yang melibatkan Kepala Biro Keuangan dan mantan atasan yang memiliki pengetahuan tentang tugas-tugas yang terkait dengan jabatan tersebut. Selanjutnya, dilakukan penyusunan Kebutuhan Kompetensi Jabatan (KKJ) untuk setiap jabatan di Biro Keuangan ITS. Jabatan berjenjang tinggi memiliki proficiency level dan total nilai kompetensi yang lebih tinggi dibandingkan dengan bawahan langsung maupun tidak langsung. Selain itu, dikembangkan pula dashboard dengan nama “myITS Competence Dictionary” sebagai alat bantu pengelolaan informasi untuk kamus dan peta kompetensi.

Institut Teknologi Sepuluh Nopember (ITS) is one of 3,115 universities under the Ministry of Education, Culture, Research, and Technology. In the ITS strategic plan for 2021-2025, there are three strategic goals: Organization Transformation, Excellent Achievement and National Contribution, and Reputable World Class University. To achieve these goals, ITS needs to have a strong foundation, starting with its human resources. In organizing and managing the area of human resources, ITS refers to regulations and policies in the form of ITS Rector Regulation No. 2 of 2017 on Employment, which emphasizes the importance of competency aspects. However, there is currently no competency-based management guide that supports the implementation of these regulations. The organizational structure of ITS consists of the Finance Biro, which holds a supporting function in the field of financial management, a key aspect in achieving financial transformation. Therefore, this research focuses on developing a technical competency dictionary, especially in the discipline of finance, which plays an important role in operations. The process of developing a competency dictionary starts with redefining job descriptions to be more specific, supporting the use of a more comprehensive Competency Menu Method. The Competency Menu Method in this research refers to job descriptions, Key Performance Indicators (KPIs), and other relevant standards. Through competency mapping, 4 competency clusters and 11 units of competency were obtained, resulting in the preparation of the Competency Dictionary by adopting 5 levels of performance criteria from Bloom's Taxonomy. Validation in this study was conducted through the Expert Panel method involving the Head of the Finance Biro and former superiors who have knowledge of the tasks associated with the position. Furthermore, the Job Competency Level for each position in the Finance Biro was determined. High-level positions have a higher proficiency level and total competency value compared to direct and indirect subordinates. In addition, a dashboard with the name "myITS Competence Dictionary" was also developed as an information management tool for dictionaries and competency maps.
