Abstract

Pekerjaan konstruksi merupakan suatu bidang pekerjaan yang mengalami fluktuasi dan cenderung mengandung risiko yang memberikan pengaruh terhadap produktivitas, kualitas, dan biaya suatu proyek. Maka dari itu, pada setiap proyek diperlukan adanya tindakan pengendalian biaya dan waktu dengan mengetahui kinerja proyek yang telah berlangsung. Salah satu teknik manajemen proyek untuk mengukur dan menilai kemajuan dari suatu proyek berdasarkan parameter waktu dan biaya yaitu Earned Value Management (EVM) yang kemudian akan diterapkan pada Pekerjaan Konstruksi Pembangunan Tower ITS 2 Surabaya. Perhitungan metode EVM didasarkan pada nilai Planned Value (PV), Earned Value (EV), dan Actual Cost (AC). Data tersebut kemudian digunakan untuk menganalisis Schedule Variance (SV), Cost Variance (CV), Cost Performance Index (CPI), Schedule Performance Index (SPI), serta memperkirakan waktu penyelesaian akhir proyek (ECD) dan perkiraan biaya penyelesaian proyek (EAC). Pengontrolan performa proyek ditinjau mulai dari minggu ke-1 hingga minggu ke-36. Hasil analisa pada minggu ke-36 menunjukkan bahwa biaya yang dikeluarkan lebih kecil dari yang telah dianggarkan dan waktu pelaksanaan lebih lama 1 (satu) minggu dari jadwal rencana, yang ditunjukkan dengan nilai CPI = 1.118 (CPI>1) dan SPI = 0.984 (SPI<1). Hasil perhitungan didapatkan estimasi biaya akhir proyek sebesar Rp.32.888.496.220,53 dengan perkiraan waktu penyelesaian pekerjaan yaitu selama 49 Minggu.

Construction work is a field of work that experiences fluctuations and tends to contain risks that affect the productivity, quality and cost of a project. Therefore, on every project it is necessary to have cost and time control measures by knowing the performance of the ongoing project. One of the project management techniques for measuring and assessing the progress of a project based on time and cost parameters is Earned Value Management (EVM) which will then be applied to the ITS 2 Tower Construction in Surabaya. The calculation of the EVM method is based on Planned Value (PV), Earned Value (EV), and Actual Cost (AC). The data is used to analyze Schedule Variance (SV), Cost Variance (CV), Cost Performance Index (CPI), Schedule Performance Index (SPI), as well as estimate completion date (ECD) and estimated at completion for the cost (EAC). Project performance control is reviewed from week 1 to week 36. The results of the analysis at the 36th week showed that the costs incurred were lower than what had been budgeted and the implementation time was 1 (one) week longer than the planned schedule, as indicated by the value of CPI = 1.118 (CPI>1) and SPI = 0.984 (SPI <1). The calculation results obtained an estimated final project cost of Rp.32,888,496,220.53 with an estimated time of completion of the work, which is 49 weeks.
