Abstract

Proyek Jalan Tol Serpong - Balaraja Seksi 1B merupakan proyek lanjutan dari Proyek Jalan Tol Serpong-Balaraja Seksi 1A. Dalam pembangunannya Tol Serpong – Balaraja ini dibagi menjadi tiga seksi: Seksi 1 (Serpong - Legok) 9,8 km, Seksi 2 (Legok – Pasir Barat) 11,5 km, Seksi 3 (Pasir Barat – Balaraja) 18,6 km sehingga nantinya dapat tersambung dengan Jalan Tol Tangerang - Merak dan Jalan Tol Jakarta - Serpong yang merupakan bagian dari Jalan Tol Trans Jawa. Proyek ini mulai dilaksanaksan pada November 2021, terdapat delapan buah struktur jembatan, struktur box culvert untuk drainase, saluran tepi dan maindrain, pekerjaan mainroad / highway, serta dua buah simpang susut (SS Industri dan SS Legok). Namun pelaksanaan pembangunan Proyek Jalan Tol Serpong - Balaraja Seksi 1B terjadi keterlambatan dari durasi awal rencana, Oktober 2022. Untuk mengatasi keterlambatan pada proyek tersebut dilakukan analisis percepatan menggunakan metode Time Cost Trade Off (TCTO). Metode TCTO merupakan pemampatan jadwal pekerjaan melalui beberapa alternatif untuk mendapatkan keuntungan dari segi waktu (durasi), dan biaya, sehingga biaya total proyek dan denda penalti akibat keterlambatan proyek dapat diminimalisir. Dalam perhitungan analisis percepatan digunakan tiga scenario yaitu penambahan jumlah pekerja, penambahan shift kerja, dan kapasitas alat. Scenario penambahan tersebut disesuaikan dengan kebutuhan tiap item pekerjaan yang akan dipercepat. Sehingga upaya percepatan ini dilakukan beberapa kali iterasi untuk mendapatkan hasil yang optimum. Dalam penyusunan penjadwalan percepatan digunakan PDM (Precedence Diagram Method) melalui platform software Ms. Project. Setelah dilakukan beberapa kali analisis percepatan, didapatkan percobaan percepatan pada iterasi 4 yang menghasilkan durasi dan biaya yang paling efisien. Adapun rinciannya adalah durasi pekerjaan yang awalnya 40 minggu dapat dipercepat menjadi 24 minggu sehingga menghasilkan efisiensi durasi sebesar 40% dan biaya total yang dihasilkan setelah percepatan tersebut adalah sebesar Rp637,626,144,721.13 sehingga terjadi efisiensi biaya sebesar 0.8306% dari biaya normal Rp642,966,530,086.61.

Serpong - Balaraja Section 1B Toll Road Project is a continuation project of Serpong-Balaraja Section 1A Toll Road Project. In its construction, the Serpong - Balaraja Toll Road is divided into three sections: Section 1 (Serpong - Legok) 9.8 km, Section 2 (Legok - Pasir Barat) 11.5 km, Section 3 (Pasir Barat - Balaraja) 18.6 km so that later it can be connected to the Tangerang - Merak Toll Road and the Jakarta - Serpong Toll Road which is part of the Trans Java Toll Road. This project began to be carried out in November 2021, there are eight bridge structures, a culvert box structure for drainage, edge and maindrain channels, mainroad / highway work, and two interchanges (SS Industri and SS Legok). However, the implementation of the construction of the Serpong - Balaraja Section 1B Toll Road Project was delayed from the initial duration of the plan, October 2022. To overcome delays in the project, an acceleration analysis was carried out using the Time Cost Trade Off method. The TCTO method is the compression of the work schedule through several alternatives to benefit in terms of time (duration), costs and revenue, so that the total cost of the project can be minimized and penalty fines due to project delays can be avoided. In the calculation of crashing analysis, three scenarios are used, namely the increase in the number of workers, the addition of work shifts, and the capacity of tools. The addition scenario is adjusted to the needs of each work item to be crashed. So that this acceleration effort is carried out several times to get optimal results. In the preparation of acceleration scheduling, PDM (Precedence Diagram Method) is used through the Ms. Project software platform. After several crashing analyses, an crashing experiment was obtained in 4th iteration which resulted in the most efficient duration and cost. The details are that the duration of work which was originally 40 weeks can be accelerated to 24 weeks resulting in duration efficiency of 40% and the total cost generated after the acceleration is Rp637,626,144,721.13 so that there is cost efficiency of 0.8306% from the normal cost of Rp642,966,530,086.61.
