The basic supervisor level at PT.PLN (Persero) is the first level structural position of an employee in the PLN unit. Good leadership skills to manage the team are needed in order to achieve beyond expectation for company's performance targets. In this study, 94 respondents of basic supervisors and staff in PLN UP3 Kupang and all of ULP under UP3 unit, became the objects of this study. The cability of basic supervisors to empower their teams in achieving the company's Unit Performance (Y) is measured in 4 perspectives, there are teamwork (X1), work-life balance (X2), employee engagement (X3) and leadership skills (M). Leadership skills as a moderating factor for the other three factors,it use to measure the extent of implementation and its influence on teamwork conditions, work-life balance conditions in the work environment, and the creation of employee engagement in the company. It is state into 6 hypotheses. The primary research data will process using SEM PLS v.4.0 and the results showed that teamwork (X1) directly has a positive and significant effect on Unit Performance (Y), and work-life balance (X2) directly has a positive and significant effect on Unit Performance (Y) and employee engagement (X3) directly has a positive and significant effect on Unit Performance (Y). Then, leadership skills towards teamwork (M*X1) also has a positive and significant moderating effect on Unit Performance (Y). Likewise, when work-life balance gets moderated by leadership skills (M*X2), it also has a positive and significant effect on Unit Performance (Y), but the leadership skill as moderating to employee engagement(M*X3) has not significant effect on Unit Performance (Y) . So, based on this results, in order to continue to improve unit performance always beyond expectations, the leadership skill of basic supervisors and staffs at PLN UP3 Kupang must always be evaluated continuously through soft competency upskilling programs related to teamwork, work-life balance and employee engagement, leader create leader programs and implementation of wellbeing programs within PT PLN (Persero) UP3 Kupang.
