Abstract

Pengangguran merupakan permasalahan yang harus segera diselesaikan. Tingginya angka pengangguran salah satunya disebabkan oleh ketidakselarasan antara output yang dihasilkan oleh dunia pendidikan (supply side) dengan kebutuhan dunia kerja (demand side). Ketidakselarasan juga terjadi pada pendidikan nonformal yang diselenggarakan oleh lembaga kursus dan pelatihan (LKP). Untuk itu dalam penelitian tugas akhir ini dirancang sebuah model pengukuran kinerja penyelarasan yang dapat mengukur seberapa besar keselarasan antara pendidikan LKP dengan dunia kerja. Perancangan model pengukuran kinerja penyelarasan menghasilkan rumus Alignment Index (AI) yang meliputi empat dimensi penyelarasan yaitu kuantitas, kualitas/kompetensi, lokasi, dan waktu. Nilai AI menghitung seberapa besar lulusan yang dihasilkan terserap di dunia kerja. Data yang dibutuhkan untuk implementasi model didapatkan dari tracer study dengan wawancara melalui telepon. Berdasarkan kajian yang telah dilakukan dihasilkan 2 kategori model matematis AI, yaitu model AI general secara umum dan model AI spesifik dengan memperhatikan latar belakang pendidikan sebelum mengikuti kursus. Hal ini dilakukan untuk mengetahui peran LKP murni karena terdapat beberapa peserta kursus yang pernah menempuh pendidikan vokasi sebelum mengikuti kursus. Logika awal yang menyatakan bahwa nilai AI spesifik selalu lebih kecil daripada nilai AI general temyata tidak selalu sesuai dengan kenyataan. Hal ini disebabkan oleh kualitas data basil tracer study yang tidak cukup baik. Model AI yang dihasilkan memiliki keakuratan tinggi namun sangat tergantung pada data basil tracer study yang cenderung tidak praktis

Unemployment is a problem that must be resolved immediately. One of the reasons for the high unemployment rate is the mismatch between the output produced by the world of education (supply side) and the needs of the world of work (demand side). Misalignment also occurs in non-formal education organized by course and training institutions (LKP). For this reason, in this final research project, an alignment performance measurement model was designed which can measure how much alignment there is between LKP education and the world of work. The design of the alignment performance measurement model produces the Alignment Index (AI) formula which includes four dimensions of alignment, namely quantity, quality/competence, location and time. The AI value calculates how much the resulting graduates are absorbed in the world of work. The data needed for model implementation was obtained from tracer studies using telephone interviews. Based on the studies that have been carried out, 2 categories of AI mathematical models were produced, namely general AI models in general and specific AI models taking into account educational background before taking the course. This was done to determine the role of pure LKP because there were several course participants who had taken vocational education before taking the course. The initial logic which states that the specific AI value is always smaller than the general AI value does not always correspond to reality. This is caused by the quality of the tracer study data which is not good enough. The resulting AI model has high accuracy but is very dependent on tracer study data which tends to be impractical
