Abstract
Keadilan spasial dalam suatu kota dapat diwujudkan dengan melakukan penyediaan akses terhadap infrastruktur yang bersifat universal salah satunya infrastruktur jalur pejalan kaki. Kota Surabaya merupakan kota dengan tingkat perkembangan jalur pejalan kaki yang sangat pesat namun pada kenyataanya belum mampu mendukung seluruh lapisan masyarakat meliputi masyarakat rentan penyandang disabilitas salah satunya pada Koridor Mayjend Sungkono. Oleh karena itu, penelitian ini dibuat untuk memberikan arahan pengembangan jalur pejalan kaki ramah disabilitas di Kota Surabaya dengan studi kasus pada Koridor Mayjend Sungkono Penelitian dilakukan dengan melakukan survei primer dan survei sekunder melalui studi literatur terkait jalur pejalan kaki ramah disabilitas. Survei primer dilakukan dengan cara observasi pada Koridor Mayjend Sungkono, penyebaran kuesioner kepada 60 penyandang disabilitas dan wawancara kepada pakar. Metode analisis yang digunakan dalam melakukan penelitian ini adalah analytic hierarchy process dan juga analisis deskriptif kualitatif dengan pendekatan triangulasi data. AHP dilakukan kepada hasil kuisioner 60 responden penyandang disabilitas untuk mendapatkan preferensi responden dalam bentuk prioritas variabel pengembangan jalur pejalan kaki disabilitas. Sedangkan pendekatan triangulasi data dilakukan untuk merumuskan arahan pengembangan jalur pejalan kaki ramah disabilitas di Koridor Mayjend Sungkono Berdasarkan hasil penelitian didapatkan ranking prioritas variabel pengembangan jalur pejalan kaki ramah disabilitas yaitu, (1) Ukuran Dasar Ruang, (2) Konflik Pejalan Kaki, (3) Tekstur dan Permukaan, (4) Kebersihan, (5) Jalur Pemandu, (6) Convenience, (7) Ramp, (8) Gaya Alam dan Iklim, (9) Partisipasi Masyarakat, (10) Keindahan, (11) Penerangan Jalan, (12) Tangga, (13) Tingkat Kebisingan, (14) Vegetasi dan (15) Resting Area. Dari hasil penelitian, terbentuk beberapa arahan pengembangan jalur pejalan kaki ramah disabilitas di Koridor Mayjend Sungkono yaitu pelebaran jalur pejalan kaki menjadi minimal 2 meter, penyediaan bollard sesuai dimensi khususnya bagi pengguna kursi roda dan penggantian material jalur pejalan kaki menjadi beton atau paving.

Spatial justice in a city can be achieved by providing access to universal infrastructure, one of which is pedestrian infrastructure. Surabaya is a city with rapid development pedestrian pathways, but in reality it has not been able to support all levels of society including vulnerable people with disabilities, one of which is the pedestrian pathways in Mayjend Sungkono Corridor. Therefore, this study was made to provide directions for the development of disability-friendly pedestrian pathways specifically in the Mayjend Sungkono Corridor. The research was conducted with primary surveys by observing the Mayjend Sungkono Corridor, distributing questionnaires to 60 persons with disabilities and interviewing experts also by secondary surveys through literature studies related to disability-friendly pedestrian pathways. The analytical method used are analytic hierarchy process and qualitative descriptive analysis with data source triangulation approach. The AHP was carried out on the results of the questionnaire to obtain respondent preferences in the form of variable priorities for the development of pedestrian pathways with disabilities. Meanwhile, the data triangulation approach was carried out to formulate directions for the development of disability-friendly pedestrian pathways in the Mayjend Sungkono Corridor. Based on the results of the study, the priority ranking variables for the development of disability-friendly pedestrian paths were, (1) Basic Size of Space, (2) Pedestrian Conflict, (3) Textures and Surfaces, (4) Cleanliness, (5) Guide Paths, (6) Convenience, (7) Ramp, (8) Natural Style and Climate, (9) Community Participation, (10) Beauty, (11) Street Lighting, (12) Stairs, (13) Noise Level, (14) Vegetation and (15) Rest Area. From the results of this research, several directions were formed for the development of disability-friendly pedestrian paths in the Mayjend Sungkono Corridor, namely widening the pedestrian path to a minimum of 2 meters, providing bollards according to dimensions especially for wheelchair users and replacing pedestrian path materials with concrete or paving.
