Abstract
Dalam konteks pembangunan infrastruktur jalan, pentingnya memperhatikan dampak lingkungan dari proyek konstruksi, termasuk penggunaan bahan dan energi, menjadi prioritas. Inisiatif seperti Sustainable Development Goals (SDGs) 2030 menekankan perlunya langkah-langkah berkelanjutan, seperti penerapan Green Public Procurement (GPP), yang saat ini masih terbatas di Indonesia. Untuk itu, penelitian ini bertujuan menganalisis faktor-faktor yang menghambat penerapan GPP pada konstruksi jalan di Bali serta strategi mengatasi hambatannya. Metode pengambilan data dalam penelitian ini dilakukan dengan penyebaran kuisioner pada pengguna jasa yaitu, pemerintah di Bina Marga dan DKLH Bali. Survei pendahuluan dilakukan untuk mengetahui faktor-faktor yang menjadi penghambat, dan selanjutnya struktur hubungan antar faktor penghambat GPP diteliti melalui penyebaran kuisioner menggunakan metode pair wise comparison dan data diolah menggunakan Interpretative Structural Modelling (ISM). Untuk strategi mengatasinya menggunakan metode Strength, Weakness, Opportunity, Threat (SWOT). Hasil analisis dari penelitian ini mengidentifikasi 21 faktor hambatan dalam penerapan GPP, meliputi kurangnya kebijakan, sosialisasi, pengetahuan, serta berbagai tantangan teknis dan operasional. Analisis struktural menggunakan metode Interpretive Structural Modeling (ISM) mengungkapkan bahwa kurangnya kebijakan dan sosialisasi dari pemerintah merupakan hambatan utama, yang berpengaruh terhadap munculnya hambatan lain dalam penerapan GPP. Strategi yang diusulkan untuk mengatasi hambatan utama ini melalui analisis SWOT mencakup kerja sama antar pemangku kepentingan untuk kebijakan pro-GPP, peningkatan kapasitas dan pemahaman tentang GPP, pemanfaatan produk berdampak lingkungan rendah sebagai keunggulan kompetitif, serta pengembangan keahlian dan kemandirian dalam menghadapi perubahan pasar dan standar lingkungan

In the context of road infrastructure development, the importance of paying attention to the environmental impacts of construction projects, including the use of materials and energy, is a priority. Initiatives such as the Sustainable Development Goals (SDGs) 2030 emphasize the need for sustainable measures, such as the implementation of Green Public Procurement (GPP), which are currently still limited in Indonesia. For this reason, this research aims to analyze the factors that hinder the implementation of GPP in road construction in Bali as well as strategies to overcome these obstacles. The data collection method in this research was carried out by distributing questionnaires to service users, namely, the government at Bina Marga and DKLH Bali. A preliminary survey was carried out to determine the factors that were inhibiting, and then the structure of the relationship between factors inhibiting GPP was examined by distributing questionnaires using the pair wise comparison method and the data was processed using Interpretative Structural Modeling (ISM). To overcome this strategy, use the Strength, Weakness, Opportunity, Threat (SWOT) method. The analysis results from this research identified 21 obstacle factors in implementing GPP, including lack of policy, outreach, knowledge, as well as various technical and operational challenges. Structural analysis using the Interpretive Structural Modeling (ISM) method reveals that the lack of policy and socialization from the government is the main obstacle, which influences the emergence of other obstacles in implementing GPP. The strategies proposed to overcome these main obstacles through SWOT analysis include cooperation between stakeholders for pro-GPP policies, increasing capacity and understanding of GPP, utilizing low environmental impact products as a competitive advantage, as well as developing expertise and independence in facing changes in markets and standards environment
